Speaking, National Assembly deputies basically agreed with the above reports and assessments. At the same time, many delegates continued to contribute opinions, including the issue of management of extra teaching and learning that has been of public interest in recent times.
Evaluating Circular No. 29/2024 of the Ministry of Education and Training regulating extra teaching and learning, delegate Nguyen Thi Ha - National Assembly Delegation of Bac Ninh province said that after a period of implementation, the regulations in the Circular have had a positive impact on the awareness and actions of managers at all levels, teachers, students, and parents.
In particular, the delegate emphasized some positive points achieved, such as the fact that the team of managers and teachers has a more complete and clear awareness of the responsibility and importance of teaching, the responsibility in supporting students to ensure the quality of education.

The local departments, branches and coordinating units have also issued guidelines to implement regulations on extra teaching outside of school, gradually introducing these activities into regulations, order, compliance with the law and avoiding waste.
On the other hand, parents clearly recognize the role of the family in coordinating the management and education of students, and cannot trust the school.
However, the delegate also pointed out a number of issues that need to continue to be considered.

According to the delegate, through understanding the reflection from public opinion and the press, the need for extra classes has not been or has decreased very low, because parents are worried about negligence, lack of initiative in their children's studies, and even no one can manage them without adults at home. At the same time, there is a spike in the number of extra-curricular centers.
"In my opinion, the flourishing of tutoring centers from a certain perspective is inevitable, especially when the demand for extra classes of students and parents is very high. extra learning to improve knowledge and scores is a legitimate need.
However, the quality of training, the management and operation of the center and whether the teaching and learning conditions are in accordance with regulations or not are issues worth discussing," said delegate Nguyen Thi Ha.
The delegate also said that many parents are worried that not being able to take extra classes at school will not help their children receive timely support, affecting their learning outcomes (currently only 3 groups of students are allowed to take extra classes at school).
At the same time, parents expressed difficulties in managing their children's time when they do not go to school, and the family lacks a manager, which can lead to excessive use of electronic devices or participation in unhealthy activities in their free time. Moving to extra classes at centers outside of school can increase costs and cause inconvenience in picking up and dropping off children.
Therefore, the delegate proposed to study and adjust regulations on organizing extra teaching and learning activities in schools when parents and students have a need and are charged fees. However, it is necessary to manage closely, ensuring that participation in learning is voluntary, stemming from the actual needs of parents and students.
On the other hand, schools need to continue to improve the quality of teaching during regular school hours to reduce the need for extra classes.

Delegate Le Thi Thanh Xuan - Director of the Department of Education and Training of Dak Lak province (National Assembly Delegation of Dak Lak province) commented that extra teaching and learning is a real, completely legitimate need of society, students and parents.
Some opinions are concerned that Circular 29/2024 of the Ministry of Education and Training prohibits extra teaching and learning, delegate Nguyen Thi Thanh Xuan affirmed that the Circular does not prohibit but only strengthens the management of extra teaching and learning activities in accordance with the provisions of law.
According to the delegate, before implementing the model of organizing local government at 2 levels, the Ministry of Education and Training will adjust and change the contents of management work at all levels in extra teaching and learning.
At the same time, inspection and examination work will also be strengthened to strictly handle violations in this activity.
