Proposal to add teachers to the category entitled to additional income when amending the Capital Law
The policy of spending additional income according to the 2024 Capital Law and Resolution 46 currently only applies to officials, civil servants, and public employees in public non-business units whose regular expenditures are fully guaranteed by the budget. This makes a part of teachers - especially in schools with revenue - not eligible, although in reality many schools have lost revenue after implementing tuition fee exemption from 2025.

Many teachers believe that this regulation is no longer appropriate, creating unfairness in the same civil servant system. Regarding the reflection, city leaders have noted and are considering amending it in the direction of assigning the People's Council to decide to expand the beneficiaries, bringing expectations of improving income and lives for teachers.
Teachers at all levels of education all hope that policies will soon be adjusted in a more comprehensive and fair direction. First regulations on appointment, salary ranking and regimes for vocational secondary school teachers
The Ministry of Education and Training is seeking opinions on the draft Circular regulating the appointment, salary ranking, professional standards and working regime for vocational secondary school teachers - a new model according to the 2025 Vocational Education Law. The draft aims to complete the legal framework synchronously with the training program, assessment and standards of vocational education institutions.
Accordingly, vocational secondary school teachers are divided into 4 categories: practical teachers, teachers, principal teachers and senior teachers, with qualification requirements from college to master's depending on the position. Career standards combine pedagogical capacity and professional practice skills, suitable to the specific characteristics of the training program integrating high school cultural knowledge and professional expertise.
Regarding the working regime, teachers teaching cultural subjects apply similarly to high school teachers, while vocational teachers follow the mechanism of vocational education. Regulations on teaching hours, extra classes, summer vacations and reduced norms are also built in a similar way to the current system, in order to ensure uniformity and fairness throughout the industry. In 2026, Hanoi will remove the division of 10th grade enrollment areas, allowing students to register their aspirations freely throughout the city. The new regulation helps expand the opportunity to choose schools but also makes parents worried about increased competition, especially in schools at the top of the list, leading to unpredictable benchmark score fluctuations.
Before this change, many parents have proactively adjusted their aspiration registration strategies, combining target schools and contingency plans suitable to their capacity and geographical location. However, the pressure is still high when only about 60% of students are admitted to public schools, while the number of competing candidates throughout the city is increasing.
Schools recommend that students carefully consider when choosing a maximum of 3 aspirations, avoid registering in a group of high-competitive schools.
