Current policies still "omit" teachers
The draft revised Capital Law is expected to be submitted to the National Assembly for consideration and approval at the first session, 16th National Assembly. The draft includes 9 chapters, 36 articles, inheriting and perfecting the provisions of the Capital Law in 2024.
According to current regulations in Clause 3, Article 15 of the Capital Law of 2024 and Resolution 46/2024/NQ-HĐND, the subjects eligible for additional income expenses are cadres, civil servants, and public employees working in state agencies, socio-political organizations and public non-business units who are guaranteed by the state budget for all regular expenditures under the management of Hanoi city in the years 2025–2026.
However, according to the reflection of many teachers, this policy is revealing inadequacies when it does not fully cover the staff of the education sector. Teachers in public non-business units with revenue - not subject to the budget to ensure all recurrent expenditures - are currently not in the group eligible for the policy.
Notably, from September 2025, when implementing the policy of tuition fee exemption from preschool to high school, many public schools no longer have extra-budget revenue. However, the teaching staff has not yet been added to the payroll for additional income.
The exclusion of teachers from the policy of supporting increased income is no longer suitable for reality.
Teachers expect policy to be adjusted soon
Sharing with Lao Dong Newspaper, teacher Nguyen Van Duong - a teacher at Phu Xuyen A High School (Hanoi) said that after many petitions, teachers have received positive feedback from the city.
“In the citizen reception on March 17, leaders of the City People's Committee and the Department of Home Affairs showed a spirit of receptiveness, listening and respecting the legitimate opinions and aspirations of the teaching staff. In particular, the information about the expected amendment of Clause 3, Article 15 in the direction of assigning the People's Council to decide on beneficiaries of increased income has brought us great emotion and expectation” - teacher Duong said.
According to him, this is a positive sign, opening up opportunities to improve teachers' lives in the context of increasing living costs. However, the teaching staff also hopes that these orientations will soon be concretized by clear, timely and practical decisions.
Sharing the same view, Ms. Nguyen Huong Anh - a teacher at Van Quan Secondary School (Ha Dong, Hanoi) proposed: "I earnestly request Hanoi city leaders to pay more attention to the lives of teachers. In the process of amending the Capital Law, the city should consider adding teachers to be eligible for policies according to Resolution 46, similar to how Hai Phong and Ho Chi Minh City have implemented".
According to her, timely care not only helps teachers improve their lives but is also a worthy recognition for the silent contributions of the team.
From the perspective of kindergarten teachers, Ms. Le Thi Thu Trang - a teacher at Minh Phu Kindergarten - said: "I really hope Resolution 46 will be adjusted in the direction of expanding the beneficiaries, including teachers. This is not only recognition but also contributes to creating motivation, retaining staff, and improving the quality of long-term education.
Opinions all agreed that the amendment of the Capital Law is an important opportunity to improve policies in a more fair direction, thereby creating motivation for teachers to feel secure in their work and continue to contribute to the cause of education.
