There is hope, but there are still many concerns
After many teachers in Hanoi petitioned about not being entitled to the additional income policy, the Hanoi Department of Home Affairs issued an official response document.
The Hanoi Department of Home Affairs said that the City People's Committee is assigning the Department of Justice to preside over and coordinate with relevant departments, agencies, and sectors to review and propose contents to amend and supplement the Capital Law and specific mechanisms and policies to meet the development requirements of the Capital in the new period. In which, considering the proposal to "add teachers to the group eligible for increased income".
Sharing his feelings with Lao Dong Newspaper before this information, teacher Phan Tien - a teacher at Hoai Duc A High School (Hanoi) - said that the positive point is that for the first time the teacher's petition was recorded at the policy level. "We are very hopeful because this is no longer a single voice, but an issue that has been viewed systematically and needs to be adjusted from the law," teacher Tien said.
However, waiting also comes with worry. "Research and proposals may be prolonged, while the rights of teachers are being affected right now. Previously, when Resolution 46 was issued, many people had expectations but then were disappointed when they were not eligible for benefits, so the current belief is still hesitant," teacher Tien shared.
According to him, this is a positive sign, but "not yet the final answer that teachers expect".

Concerns about fairness in the same system
From the reality of teaching, many teachers believe that the core problem lies in the disparity in policies for the same group of civil servants.
Teacher Phan Tien clearly stated: "Also public employees, but teachers do not enjoy policies like other public employees. Resolution 46 stipulates spending additional income up to 0.8 times the salary fund - a very large level of support - but teachers in autonomous schools are excluded from the subject group due to financial mechanisms, although in reality they still depend on the budget.
According to him, this not only creates a sense of injustice in the same public service system, but also "lacks proper recognition of the teaching profession".
Agreeing with this view, Ms. Nguyen Thi Thuy - a teacher at Phu Kim Secondary School (Hanoi) - expressed her desire that the policy when amended will be "more fair and practical, not to let teachers be disadvantaged".
Teachers want to be recognized for their efforts, have a stable income to feel secure in sticking with the profession. I hope the upcoming changes will truly go into life, not just stop at proposals" - Ms. Thuy said.
Expecting to expand beneficiaries
Not only general education teachers, but also preschool teachers want to be included in the beneficiaries of the additional income policy.
Ms. Nguyen Thi Van - a teacher at Van Khe B Kindergarten - shared: "I really hope that leaders at all levels will amend the resolution and add teachers to the beneficiaries. At the same time, pay more attention to teachers in general and preschool teachers in particular to have income commensurate with the time and effort spent.
Meanwhile, Ms. Tang Thi Thanh Tuyen - a teacher at Binh Yen Primary School (Ha Bang commune, Hanoi) - said that in recent days, the story of amending the Capital Law and the policy of increased income has become a topic of much discussion in schools.
According to Ms. Tuyen, teachers are placing high hopes on concretizing this policy. "This is an important source of support to help teachers reduce economic pressure in the context of increasing living costs in Hanoi, so that each class hour is full of enthusiasm and creativity," she said.
In particular, what teachers desire is fairness in treatment. "When teachers are recognized and have incomes commensurate with other civil servants of the city, it will be a great motivation for us to feel secure in contributing," Ms. Tuyen shared.
Need to soon amend the Law to put policies into practice
From a positive perspective, Ms. Pham Thi Anh Tuyet - a teacher at An Duong Vuong Elementary School - believes that Hanoi's proposal to amend the Capital Law is a welcome sign.
The amendment of the law allows consideration of expanding the beneficiaries, towards adjusting policies to be fairer so that teachers can also enjoy income-increasing policies," Ms. Tuyet said.
According to her, this not only creates motivation but also shows respect for the teaching profession.
Teachers at all levels of education in Hanoi all expressed their desire for the Capital Law to be amended soon in the direction of ensuring the principle of fairness, so that all public teachers - regardless of whether they have autonomy or not - can enjoy additional income policies like other civil servants. What the teaching staff is waiting for at this time is not only direction, but also a specific roadmap and a clear implementation time, so that expectations are not prolonged.
