HCMC begins recruitment exam for nearly 5,700 teachers
The Ministry of Education and Training acknowledges the proposal to adjust policies for ethnic minority students
The Ministry of Education and Training acknowledged the proposal of Ms. Be Nguyen Thuy Trang (HCMC) on expanding the policy of tuition exemption and support for ethnic minority students from disadvantaged families without a certificate of poor or near-poor household, because the current regulations only apply to these subjects.

Currently, the State has policies to support tuition fees and study costs for students from poor and near-poor households according to Decree 238/2025/ND-CP and Decision 66/2013/QD-TTg, and has preferential credit policies for students facing difficulties due to accidents, diseases, and natural disasters outside the poor and near-poor households.
The Ministry of Education and Training is committed to studying and coordinating with relevant ministries and branches to propose policies on tuition exemption and support for students from families facing difficulties but not belonging to poor or near-poor households, in accordance with socio-economic conditions and state budget capacity. The school is not authorized to authorize the parent-teacher association to organize a sponsorship campaign
The Ho Chi Minh City Department of Education and Training requires public schools and educational centers to strictly implement regulations on funding mobilization according to Circular 16/2018/TT-BGDDT. The school is not authorized to have the parent-teacher association organize the campaign, is not allowed to force parents to contribute or not consider sponsorship as a condition for providing educational services.

The sponsorship mobilization plan must be approved by the School Council, the Pedagogical Council and reported to the management level, and only implemented when approved by the Department of Education and Training. The target audience for expanded sponsorship is not only limited to parents but also includes businesses, socio-political organizations, and individuals with a charitable spirit. The amount of money and sponsored items must be recorded, managed transparently, ensuring safety and efficiency.
The operating budget of the parent-teacher association is only used for the association's activities, strictly prohibited from being used for other purposes such as protecting facilities, rewarding or repairing works. The locality is responsible for guiding and synthesizing reports on the situation of mobilizing and managing sponsorship of schools, to ensure transparency, publicity and not put financial pressure on parents.
