Hanoi handles the responsibility of principals if there are violations of boarding meals
Chairman of the Hanoi People's Committee Tran Sy Thanh has issued a document requesting departments, branches and People's Committees of wards and communes to strengthen the work of ensuring the safety of boarding meals for students. The implementation content closely follows Plan No. 210/KH-UBND dated July 11, 2025 and Instruction No. 02/BCD-HD dated July 15, 2025 on food safety control in and around schools.

The Chairman of the City People's Committee assigned the Directors of the Department of Education and Training and the Chairmen of the People's Committees of wards and communes to select units to provide food and meals for their capacity; organize boarding meals according to regulations. At the same time, it is necessary to strengthen regular and surprise inspection and supervision, promptly terminate contracts with violating units, and replace other units that meet requirements. The responsibility of school principals will be considered if violations occur.

The Ministry of Education and Training has just issued Circular 19/2025/TT-BGDDT, effective from October 31, regulating new regulations on rewards and discipline for students. Accordingly, all forms of discipline have been stipulated in Circular No. 08/TT including: Reprimand in front of class; Reprimand in front of the school's disciplinary council; Warning in front of the whole school; One-week review; One-year review is abolished, instead, students are only subject to reminders, criticism, apology or writing a self-criticism. The highest penalty at present is only writing a review, expressing a humane approach, valuing education instead of excluding it.
