On September 18, Chairman of Hanoi People's Committee Tran Sy Thanh signed and issued a document requesting departments, branches of Health, Industry and Trade, Agriculture and Environment, Education and Training, Finance, Public Security, Culture and Sports, Tax and People's Committees of wards and communes to strengthen the work of ensuring boarding meals for students in the city.
To organize boarding meals for students in the area, the Chairman of the City People's Committee requested the Directors of the Department of Education and Training and Chairmen of the People's Committees of wards and communes to strictly implement the direction in Plan No. 210/KH-UBND dated July 11, 2025 of the City People's Committee on strengthening food safety control in and around schools; Instruction No. 02/BCD-HD dated July 15, 2025 of the Hanoi City Food Safety Steering Committee.
Directors of the Department of Education and Training, Chairmen of People's Committees of wards and communes shall select units with the best capacity to provide food, food ingredients and provide meals for boarding meals under their management; organize boarding meals according to current regulations.
At the same time, the Director of the Department of Education and Training, the Chairman of the People's Committees of wards and communes need to strengthen and regularly and suddenly inspect the units selected to provide raw materials and meals for boarding meals for students according to the management area; supervise and evaluate the organization of boarding meals for students, immediately suspend the provision of meals and processed raw materials of the supplying units if violations are detected; organize timely selection of units that meet replacement conditions; review and handle the responsibility of principals of schools in the management area if violations occur.
The Director of the Department of Education and Training, the Chairman of the People's Committees of wards and communes are fully responsible to the Chairman of the City People's Committee if there are violations in the work of ensuring food safety in school kitchens under their management.
The city's departments and branches, based on their assigned functions and tasks, proactively strengthen state management to ensure food safety for boarding meals for students. Units promptly inspect, detect, and strictly handle violations according to their authority (if any), report to the City People's Committee and the City Food Safety Steering Committee for consideration and direction of contents beyond their authority according to regulations.
The Chairman of the City People's Committee will consider and handle the responsibilities of the heads of the city's departments, branches and sectors, Chairmen of the People's Committees of wards and communes who do not strictly implement the instructions of the City People's Committee, Chairmen of the City People's Committee, and the City Food Safety Steering Committee on organizing boarding meals for students under their management.
