On December 21, Lao Dong Newspaper reporters received feedback from many teachers and contract staff working at public schools in Yen Thanh area (pre-arrangement administrative area, Nghe An province) about not having received bonuses according to Decree 73/2024/ND-CP, despite having labor contracts and having worked and contributed for many years.
According to workers' feedback, there are currently many teachers and staff with long-term contracts in public schools but do not know what type of contract they are under to apply the bonus regime according to Decree 73/2024/ND-CP of the Government.
Although our labor contracts have been signed and implemented for many years, when applying Decree 73, the school informed us that we would not be entitled to them because we were not subject to the contract under Decree 111/2022. This makes many people very concerned, said a contract employee.
According to workers, in 2024, after many recommendations and working with the board of directors, they were paid bonuses according to Decree 73. However, in 2025, after the school's leaders and accountants participated in the training, the unit announced that they would not continue to pay according to this decree, but only supported from the contribution of teachers in the payroll.
"Working together in a public school environment but applying it differently each year, makes us very worried about our rights," the employee shared.
Speaking to reporters, the leader of the Department of Organization and Personnel of Nghe An Department of Education and Training said that according to the provisions of Decree 73/2024/ND-CP, the bonus regime only applies to cadres, civil servants, and public employees on the payroll or employees working under contracts as prescribed in Decree 111/2022/ND-CP.
However, according to the representative of the Department of Education and Training's Organization and Personnel Department, the application of the bonus regime for contract workers is currently facing many recommendations and is identified as a common problem at many educational institutions in the area.
"We will advise and propose the issuance of a document recommending the Provincial People's Committee and the Department of Home Affairs to have unified guidance and direction throughout the province so that units can implement it synchronously, avoiding the situation where each place understands and applies differently," said a representative of the Nghe An Department of Education and Training.
According to this person, for the team of teachers and contract staff - who have low incomes - if they are not eligible for bonuses according to Decree 73/2024/ND-CP, their rights will be further disadvantaged. Therefore, the education sector hopes that competent authorities will consider and study appropriate mechanisms to create conditions for contract workers to have more income, contributing to stabilizing life and ensuring harmony in public educational institutions.
