Hanoi - The City People's Committee requests communes and wards to have contingency plans, ready to replace semi-boarding meal providers that do not meet requirements.

Strengthen inspection and supervision

Vice Chairman of Hanoi People's Committee Vu Thu Ha has just signed and issued an official dispatch on strengthening the safety and quality of semi-boarding meals in educational institutions in the city.

Accordingly, the City People's Committee requests departments, agencies, branches of the city, and People's Committees of communes and wards to continue to strictly implement the directions of the City People's Committee and relevant regulations, directives, and instructions; strengthen state management, inspection, and supervision; promptly detect, handle, or propose handling violations related to the organization of semi-boarding meals at educational institutions according to regulations.

Along with that, urgently review and rectify the organization of semi-boarding meals at educational institutions; ensure clear responsibilities of each agency, unit, and individual in each stage; strengthen inspection and supervision, promptly detect and strictly handle violations according to regulations.

The Department of Health is assigned to preside over and coordinate with the Department of Education and Training, inter-sectoral inspection teams of the city and related units to strengthen inspection of the organization of semi-boarding meals, focusing on the implementation of the plan that has been developed, the dossiers that have been evaluated, the signed contracts and the actual situation at the educational institution.

Inspect the actual capacity of the supplier, the implementation of commitments in the contract, the origin and quality of food, menus, quantities and conditions to ensure food safety; promptly detect and propose handling violations according to their authority.

Monitor and inspect the rectification and overcoming of shortcomings after inspection; in case it is discovered that the supplying unit does not ensure capacity, does not implement the plan or contents committed in the contract correctly, coordinate with the People's Committees of communes, wards and related units to handle according to regulations, ensuring safety, quality and continuity of semi-boarding meals.

The City Police shall preside over and coordinate with departments, branches and localities to proactively detect, verify, and handle cases of signs of legal violations in the process of selecting, providing food, meals, and organizing semi-boarding meals according to their authority.

Ensuring safe and continuous meal organization

People's Committees of communes and wards review all boarding meal organization plans at each educational institution, focusing on meal organization models, suppliers, processing locations, capacity, maximum service capacity, number of schools, students, and meals being provided; require suppliers to commit to capacity and performance capacity; review the performance of contracts, responsibilities of parties and conditions for adjusting and replacing suppliers when necessary.

Proactively build and complete contingency plans, ensure readiness to replace suppliers when they do not meet food safety requirements, supply capacity or do not properly implement committed contents; specifically identify alternative suppliers, food sources, locations, methods of processing, transportation, meal supply and responsibilities of relevant units; ensure the organization of safe and continuous meals.

Regularly review the implementation of contracts; in cases where suppliers do not meet food safety standards, supply capacity or violate committed contents, resolutely request rectification, temporary suspension or replacement according to their authority and legal regulations; and proactively deploy replacement plans to ensure that students' meals are organized safely and continuously.

In case of adjusting or supplementing the meal organization plan or changing the supply unit, processing location, supply model and related information, the People's Committees of communes and wards are responsible for implementing according to regulations.
