According to the approved plan, the cases eligible for direct admission at the 10th grade high school entrance exam in the 2026-2027 school year include group 1 which are students of ethnic minority boarding schools at the secondary school level; students who are very small ethnic minorities; students who are disabled. Group 2 is secondary school students who win national prizes organized by the Ministry of Education and Training or in coordination with Ministries and ministerial-level agencies organized nationwide for competitions, exams, and festivals (collectively referred to as competitions) on culture, arts, and sports; scientific and technical research competitions; winning prizes in international competitions decided by the Minister of Education and Training.
The Department of Education and Training of Hai Phong City, based on Article 14 of the Regulations on secondary school and high school enrollment issued together with Circular No. 30/2024/TT-BGDĐT dated December 30, 2024 of the Minister of Education and Training, guides and organizes the review to ensure publicity, transparency, compliance with regulations and is responsible to the City People's Committee for this content.
Students in group 1 are only allowed to register for direct admission to public high schools suitable to their living conditions. Students in group 2 are allowed to register for direct admission to a maximum of 3 non-specialized public high schools.
In principle, for direct admission, each non-specialized public high school is considered for direct admission at a maximum of no more than 5% of the number of students according to the enrollment quota for 10th grade high school in the 2026-2027 school year (excluding the number of students directly admitted from group 1). At the same time, direct admission is considered according to the wishes of students until the end of the direct admission quota of the high school according to the order from high to low of the national prize, in case considering the final quota has many students with the same prize, the admitted students are selected according to the following priority order: the average score for the whole year of grade 9 subjects is assessed by a higher score; the average score for the whole year of grade 9 of 3 subjects: Mathematics, Literature and Foreign Language 1 is higher.
The city also stipulates 3 groups of students who are prioritized (adding points to the total admission score. Priority group 1 (adding 2 points) includes children of martyrs, children of wounded soldiers who have lost their working capacity/body injury rate of 81% or more, children of sick soldiers who have lost their working capacity/body injury rate of 81% or more, children of people who are issued "Certification of person enjoying policies like wounded soldiers" but people who are issued Certificates of person enjoying policies like wounded soldiers have reduced working capacity/body injury rate of 81% or more", children of people who participated in the resistance war and were exposed to chemical toxins, children of revolutionary activists before January 1, 1945, children of revolutionary activists from January 1, 1945 to the August Revolution in 1945.
Priority area 2 (plus 1.5 points) includes children of Heroes of the Armed Forces, children of Labor Heroes, children of Vietnamese Heroic Mothers, children of wounded soldiers who have lost their ability to work/body injury rate below 81%, children of sick soldiers who have lost their ability to work/body injury rate below 81%; children of people who are granted "Certification of person enjoying policies like wounded soldiers" but people who are granted Certificates of person enjoying policies like wounded soldiers have reduced working capacity/body injury rate below 81%".
Priority area 3 (plus 1 point) includes candidates whose parents are ethnic minorities; ethnic minorities; learners living and studying in areas with particularly difficult socio-economic conditions.
Regarding the incentive regime, secondary school students who win first, second, third prizes (or gold medals, silver medals, bronze medals) in provincial-level competitions organized by the Department of Education and Training or in coordination with departments and branches organized on a provincial scale for national-level competitions in culture, arts, sports, scientific and technical research. Incentive points are added to the total admission score: First prize (or gold medal) plus 1.5 points; second prize (or silver medal) plus 1 point; third prize (or bronze medal) plus 0.5 points. In case students win multiple prizes in one or more competitions, they are only entitled to one bonus point level of the highest prize type.
