Hai Phong plans to reduce nearly 200 kindergartens, keeping the high school network unchanged

Hai Phong - According to the plan, Hai Phong will restructure the public school network, reducing 41.1% of the number of focal points in preschool, primary and secondary schools.

On August 8, Hai Phong City People's Committee organized a conference to deploy the Plan on arranging public preschool, general education, continuing education, and vocational education institutions in the area.

According to the proposed plan, the system of 1,324 kindergartens, primary schools and secondary schools will be rearranged to 780 schools, reducing 544 focal points, equivalent to 41.1%.

In which, preschools decreased from 467 to 273 schools, down 194 schools (41.5%); primary schools from 433 to 274 schools, down 159 schools (36.7%); secondary schools from 424 to 233 schools, down 191 schools (45%).

Small-scale schools will be considered for arrangement. Specifically, kindergartens with 15 classes or less are considered for forming a new school of about 30 classes; primary schools from 20 classes or less are aimed at a scale of about 40 classes; secondary schools from 23 classes or less are aimed at about 45 classes. The 2-level general education model has a scale after arrangement of about 50 classes.

After the arrangement, the city basically maintains the school facilities, branches, and school sites; students who are studying where will continue to study there. The organization of inter-level schools is also required to be considered carefully to ensure the quality of education and convenience for students.

For high schools, Hai Phong does not implement the reduction of focal points. The city currently has 82 public high schools, of which 80 schools are directly under the Department of Education and Training, 2 autonomous schools belong to universities, with an average scale of about 31 classes/school.

In the 2026-2027 school year, public high schools only enroll students to meet about 60.5% of the demand for entering 10th grade public schools of secondary school graduates.

Therefore, every year, the city still has great pressure on public 10th grade enrollment targets. The proposed plan is not to implement streamlining but to increase investment, expand the scale of public high schools and build new schools to gradually reduce the pressure of 10th grade enrollment.

Regarding the contingent of officials and teachers, after arrangement, the teaching staff is basically kept stable, arranged according to job positions, expertise and subject structure; the arrangement focuses on principals, vice principals and support personnel.

Each educational institution arranges a principal; the main school has a vice principal and each branch has a vice principal.

According to the roadmap, the commune-level People's Committee must complete the arrangement of educational institutions in the area before August 20, 2026, and at the same time report the results to the Department of Education and Training, ensuring the stable operation of schools, without affecting the opening of the 2026-2027 school year.

To date, out of 114 localities surveyed, 113 localities have developed arrangement plans. 110/113 localities have achieved a reduction in focal points of 30% or more, equivalent to 97.3%. Bach Long Vi alone has no schools subject to arrangement.

Speaking to direct, Mr. Nguyen Minh Hung - Vice Chairman of Hai Phong City People's Committee - emphasized that streamlining educational institutions is not a temporary solution, not a mechanical addition of schools, and certainly not just to achieve a reduction rate, but in the consistent spirit of shifting from "education management" to "education development management"; shifting from reducing mechanical focal points to restructuring networks, reducing indirect management resources to increase direct resources for teaching and learning.

The Vice Chairman of the City People's Committee assigned the Department of Education and Training to be the standing focal point for general coordination in the implementation of the plan.

Departments, agencies, and related sectors resolve work according to their assigned functions and tasks, actively and proactively coordinate closely with the Department of Education and Training and localities to promptly guide and resolve difficult and problematic issues under their authority; report to the City People's Committee.

For educational institutions, Party committees and Boards of Directors closely coordinate with the government, strictly implement the inventory and handover of records, assets, finances, develop professional plans, and assign teachers between main schools, branches, and school sites...
