On July 27, representatives of the Traffic Police Department (CSGT) - Ministry of Public Security said that they had just agreed with the Vietnam Road Administration (Ministry of Construction) on solutions in traffic infrastructure planning, construction design and organizing safe and modern road traffic.
According to the proposal of the Traffic Police Department, the reality of traffic activities on expressways with 2 or more lanes shows that a part of drivers (trucks, passenger cars) have poor awareness and traffic culture, often driving at low speed (above or in some cases below the minimum speed) clinging to the left lane of the road, causing obstruction and prolonged congestion on the route, inhibiting other drivers participating in traffic at the same time.
Although the Law on Road Traffic Order and Safety has stipulated that vehicles with lower speeds must move to the right in their direction, in reality, to handle the act of intentionally refusing to move to the right, it is necessary to have reasonable traffic organization and strict regulations.
For example, from the proposal of the Traffic Police Department, the Vietnam Road Administration has reorganized traffic on some expressways that meet the conditions to ban passenger cars and trucks from entering the lane adjacent to the median strip, thereby also creating clearance on the road.
Therefore, to ensure smooth and safe traffic on the expressway, the Traffic Police Department has proposed and coordinated with the Vietnam Road Administration to study and organize new traffic on the expressway, with the arrangement of lanes adjacent to the median strip as "overtaking lanes".
This lane is only for vehicles that want to overtake, when vehicles are moving on the lane (next to the overtaking lane), there is a vehicle in front moving at a lower speed (not below the minimum speed) that wants to overtake, then switch to the overtaking lane, after overtaking the vehicle in front in the same direction, it is mandatory to change lanes to the right lane.
When changing lanes, you must comply with the rules on changing lanes. Absolutely do not allow vehicles to run continuously on the overtaking lane. Only stop and park vehicles in places with stop and parking signs. This is a new way of thinking to replace the current situation where we are allowed to stop and park in many places, except for sections with no-stopping and parking signs.
Thereby gradually establishing new thinking and traffic organization methods, including: Eliminating mixed traffic; Eliminating signage overload;
Traffic "Rapid speed" and "rowing"; Limit intersections, conflicts, enhance traffic flow on roads; Organize safe traffic junctions;
Regional zoning and restricted areas ensure the effectiveness of management work; Design and organize external road signs. Prioritize "weakened subjects"; prevent from the "root" of subjective traffic accident causes; limit funding for renovation, maintenance, and repair.
