After the University of Social Sciences and Humanities, Vietnam National University, Hanoi announced the benchmark scores on the evening of August 22, a series of candidates were surprised and confused when they learned that they had failed the university entrance exam, despite careful calculation and achieving enough passing scores.
The cause was determined to be due to initial errors in the enrollment plan of the school signed on June 4 when defining the D66 admission subject combination.

According to the initial enrollment plan of the University of Social Sciences and Humanities, the D66 group includes Literature, English, Economic Education and Law. This arrangement has been widely published in the media and the school's official information page. Candidates have registered their wishes to enter the school based on this information.
The D66 complex appeared in 27/28 programs/medicine admitted to the school (except for Japanese studies) and was widely published in the media and the school's official information page.

However, on June 7, the school posted information to adjust the number of subjects in the D66 group from "Economic and Legal Education" to "Citizen Education". This change in Vietnam has caused many candidates to not have timely information, leading to errors in registration for admission.

Some candidates, after the school announced the benchmark scores, discovered that the D66 combination was redefined again, replacing the subject of Economic and Legal Education with the subject of Civic Education.
This is the reason why many candidates use the Economic and Legal Education scores to apply to schools, even though they have enough admission scores according to this combination, but are considered failed because the school uses the Citizen Education scores.
In response to public reaction and candidates, the University of Social Sciences and Humanities said it had received feedback from candidates registering for the D66 combination about the confusion between the subject of Civic Education and Economic Education and the law.
"The school is coordinating with relevant agencies to handle it to ensure the rights of candidates" - the school said.
On the fanpage, the school has posted a notice, instructing candidates to register using the D66 and X78 combinations to send information before 5:00 p.m. on August 26 for support.
Citizen education is a subject according to the old general education program (2006). According to the new program (2018), this subject is no longer there, but there is a similar subject, Economic and Legal Education.
