On August 19, the Ho Chi Minh City Department of Education and Training (GDĐT) organized a conference to deploy and guide the implementation of arranging the network of public preschool, general and continuing education institutions in the area.
At the conference, Mr. Tong Phuoc Loc - Head of the Organization and Personnel Department of the Ho Chi Minh City Department of Education and Training (GDĐT) - informed about the personnel arrangement plan after arrangement.
According to Mr. Loc, the arrangement and arrangement of management staff, teachers and educational support personnel must be completed before September 30, ensuring objectivity and transparency.
According to the summary report of the Ho Chi Minh City Department of Education and Training, at the preschool level, the whole city reduced 268/706 focal points, a rate of 37.96%. Primary school decreased 284/790 focal points, a rate of 35.94%; secondary school decreased 137/461, a rate of 29.72%; continuing education and vocational training center decreased 15/41, a rate of 36.59%. In particular, 176 units at the high school level were reorganized based on suitability with positions, functions, and tasks.
The arrangement is expected to affect more than 1,200 positions of principals and vice principals. For management officials, each educational institution after the merger will only have one principal arranged.
The criteria for selecting heads include teacher ethics, having good results in completing tasks or higher in the last 3 consecutive school years, higher professional qualifications than minimum requirements and having outstanding products and prestige.
For redundant principals and vice principals, the Department of Education and Training guides prioritizing them to be assigned to the adjacent deputy position if they meet the conditions; transferred to other school units or transferred to the position of teacher with the correct expertise.
The transfer of management officials between communes and wards is reviewed and agreed upon by the commune-level People's Committee and reported to the Department of Education and Training for implementation of the appointment process according to their authority. In case principals and vice-principals are appointed to new positions with lower allowance coefficients, the old leadership position allowance coefficient will be preserved until the end of their term.
Regarding the deputy-level structure, the main school is arranged with one deputy principal, and each branch is additionally arranged with one deputy principal in charge.
With the teaching staff, Ho Chi Minh City advocates receiving them in their original state, keeping all teachers of schools merged into new schools and ensuring stable teaching positions according to subjects.
Teachers who do not have enough teaching hours will be assigned flexibly, and can teach inter-school between the main school, branch and adjacent school sites. According to the Department of Education and Training, the arrangement basically does not affect students; students and teachers will continue to study and teach in their living areas.
For education support personnel, the city will arrange according to new norms. In case employees wish to quit their jobs, they will be entitled to benefits according to regulations.
According to Mr. Tong Phuoc Loc, the merger mainly affects the accounting position because many reorganized schools will only need one chief accountant. Meanwhile, service staff and security guards continue to work at school sites to ensure operations.
The team of labor contract employees is also reviewed, signed contract appendices or arranged jobs suitable to the actual operating apparatus at the main school and branches.
