Large amount of waste generated
Hanoi City is implementing site clearance for more than 1,400 projects. Among these, there are many works and projects that are expected to remove infrastructure bottlenecks and create motivation to promote socio-economic development of the Capital.
Notably, the Linh Nam Road Upgrade and Expansion Project according to the plan is one of the key traffic projects, with special significance in connecting the central area of Hanoi with Ring Road 3 and reducing traffic pressure for streets such as Tam Trinh, Minh Khai and Kim Nguu.
The project has a total length of about 3.4km, with a total investment of 2,493 billion VND, starting point at the Tam Trinh road intersection, ending point at the Nguyen Khoai dike intersection. The total land area recovered for project implementation is about 98,345.94 m2.
With a site clearance scale of nearly 10 hectares and a series of constructions and houses to be dismantled, the Linh Nam Road Upgrade and Expansion Project generates a large volume of solid construction waste during the implementation process. Waste and many types of materials after dismantling are continuously collected and transported.


In recent days, along Linh Nam road, PV recorded a large amount of soil, rocks, broken bricks, concrete and materials after demolition being gathered for collection and transportation. Many trucks successively entered to receive waste. Each time a crane scooped piles of materials and poured them into the truck bed, the sound of soil, rocks, and broken bricks crashing loudly, dusty around the demolition area.
When the truck beds were full, each vehicle left Linh Nam street, and other vehicles continued to enter. Collection and transportation activities took place continuously and lasted overnight.
From these records, PV monitored license plates and followed some vehicles to determine the itinerary after leaving the project implementation area.
Unusual destinations
After many days of recording, Lao Dong Newspaper reporters discovered irregularities in the journey of some solid waste trucks originating from the Linh Nam road area.
On the night of June 18, PV followed a dump truck with license plate 29H-786. xx leaving the project area. The truck bed was full of soil, broken bricks, concrete and many types of construction materials. The truck moved through many roads, heading towards Hong Van commune area.

During the pursuit, PV recorded that the truck bed was not completely covered. When the vehicle moved, waste repeatedly fell onto the road surface. Notably, the vehicle also entered a road with a 10-ton load limit sign.
Arriving at the Van La slope area (Hong Van commune), the car entered an empty land area and dumped the waste on the truck bed here. In the early morning of June 19, PV continued to record many trucks carrying waste entering the Van La slope area and carrying out waste dumping.
On July 7, Lao Dong Newspaper reporters then conducted verification with functional agencies. Leaders of Hong Van commune said that this area has not been licensed as a waste dumping point. The commune only has the orientation that the land area will later become a specialized landfill for storing bulky waste.
Currently, it has not been formed, in a few days it will be completed and put into management of that yard, then there will be a license" - Mr. Nguyen Duy Hien - Vice Chairman of Hong Van Commune People's Committee told reporters.


Another case recorded by PV on the night of June 21. Truck with license plate 89H-036. xx carrying full of waste after leaving the project implementation area continued to move through many roads, towards Phu Dong commune.
In the middle of the night, the car moved at high speed on deserted roads. PV recorded the car entering even a road with a 5-ton load limit sign. When reaching the turn into Trung Mau street, the vehicle slowed down, went deep into a large landfill area and dumped waste there.
PV then continued to verify with local authorities. On August 3, leaders of Phu Dong Commune People's Committee said that the above-mentioned land lot area had been handed over by the locality to implement another project; the commune did not issue a permit to receive or dump solid waste generated from the Linh Nam road upgrade and expansion project in this area.

In another recording on June 23, PV followed a car with license plate 30M-261. xx after the vehicle received waste at the project deployment area. Leaving Linh Nam street, the car moved up the highway, down at the toll station area intersection and then turned left, continuing the journey towards the Red River dike.
From the unusual journeys recorded, the question is how is the management and supervision of solid waste in the Linh Nam road area being carried out? In particular, how are waste after being removed from this area controlled, and who is in management responsibility are questions that need answers.
