On the morning of September 11, Mr. Nguyen Van Chinh - Chairman of the People's Committee of Thien Nhan Commune (Nghe An) said that since the opening ceremony, many parents at Trung Phuc Cuong 2 Primary School have dropped out of school to protest the policy of merging into the main school.
According to data from the school, in the past few days, more than 100 primary school students have been absent from school every day because parents have not taken them to the main school.

On the afternoon of September 10, hundreds of parents gathered in front of branch gate 2 to petition the government and the school to continue maintaining classrooms here. Previously, they also sent the above petition to the Provincial People's Committee, Nghe An Department of Education and Training, the commune government and the school's Board of Directors.
Many parents expressed concern that the road from the old Nam Phuc commune to the main school had to go through an intersection with many trucks, often causing accidents.

Parents said that the students studying at branch 2 were stable and had a safe path. If they move to branch 1, they have to carry their children through a potentially dangerous intersection.
"The reason parents object to the merger of schools is because they think that the road to the main school must go through an intersection with a major road with many heavy trucks that often run through, not ensuring safety. However, this problem can be completely overcome if people travel carefully, comply with the law and combine some other technical solutions such as speed limiters and speed limiters" - Mr. Nguyen Van Chinh - Chairman of Thien Nhan Commune People's Committee affirmed.

According to Principal of Trung Phuc Cuong 2 Primary School Le Thi Lan, in the 2025 - 2026 school year, the school has 19 classes with 670 students, with 5 classes with 195 students studying at the old Nam Phuc commune branch school.
On August 16, the school submitted to the People's Committee of Thien Nhan commune a request to merge separate points on the main points because of modern facilities, enough functional classrooms, and convenience in organizing teaching and learning. The above policy has been approved by Thien Nhan commune.
The distance between the two schools is only 1km, the school has 29 teachers and staff, if the two schools are maintained, the timetable will be dispersed and overlapped.
According to the reporter's records on the morning of September 11, Trung Phuc Cuong Primary School 2 has good facilities and is qualified to teach. However, the distance from this small school to the main school is only about 1km, and at the main school, the facilities are very spacious, modern, green, clean, and beautiful.
The school listens to parents' opinions and recommends installing traffic lights and speed limiters at intersections to ensure safety. The Board of Directors also sent teachers to each household to encourage students to return to class" - Ms. Nguyen Thi Lan shared.
"We really hope that parents will share the purpose of merging schools is to help them have better learning conditions. Because the distance between the two schools is too close (only 1km), the main school is invested in a very spacious space, with full functional rooms, and a clean and green environment, which is a favorable condition for students to study and mature. Hopefully, parents will soon let their children return to school. Preventing children from going to school affects the rights of children" - Mr. Nguyen Van Chinh - Chairman of the People's Committee of Thien Nhan commune said.
