Hanoi spends more than 4,063.6 billion to resolve policies for 4,294 cases
On September 11, the Hanoi Party Committee held an online conference to assess the implementation of the 2-level local government model in the city.
The report assessing the implementation of the 2-level local government model at the conference said that regarding the organization of the apparatus, the city has quickly established and stabilized the organization of the apparatus of 126 new communes and wards, including: Party Committee, People's Council, People's Committee, Fatherland Front Committee and socio-political organizations; 126/126 commune and ward party committees have successfully organized congresses for the 2025-2030 term.
The Standing Committee of the City Party Committee has mobilized a total of 5,258 cadres, civil servants, and public employees of the Party and mass organizations of the city to work in 126 communes and wards; 3,280 district-level civil servants were mobilized to the commune level, and 6,342 commune-level cadres and civil servants were mobilized to the communes.

The city also resolved policies for 4,294 cases, with a total cost of more than VND 4,063.6 billion. Hanoi has organized many training courses, fostering expertise and profession for thousands of cadres, civil servants and public employees online and in person in the direction of "handsharing, pointing".
In addition, 100% of communes and wards have stable working headquarters, fully equipped with equipment to serve cadres and civil servants, and at the same time completed the handover of documents and records after the arrangement.
The City Public Administration Service Center and 126 locations in communes and wards have been put into stable operation. From July 1, 2025 to August 30, 2025, the units received 523,292 administrative procedure records; of which, 413,036 records were processed (currently 402,282, accounting for 97.39%), and 110,256 records are being processed. At the conference, Chairman of the City People's Committee Tran Sy Thanh assessed that after 2 months of implementing the two-level local government model, the capital's socio-economic development has been stable.
The city also carries out many major and important tasks such as organizing the Congresses of communes and wards, coordinating the implementation of A80... To achieve these results, the whole city has contributed to the departments, branches, and communes that have tried very hard, especially the team of civil servants and party members.
Through practical implementation, Chairman of the City People's Committee Tran Sy Thanh said that the implementation process also revealed some limitations: uneven development between communes and wards; inappropriate organizational structure; the current staffing apparatus is overloaded...
From practice, it requires in addition to proactively organizing the payroll apparatus, it is necessary to hire a consulting department to objectively evaluate the organization of the apparatus and the city's payroll; promote training for cadres to solve difficulties in the issue of cadres' expertise.

Standing Deputy Secretary of the City Party Committee Nguyen Van Phong assessed that the city has had a positive start in operating the 2-level local government model, this is a great effort and determination of the entire political system from the city to the grassroots.
The city has proactively identified difficulties to resolve them, not interrupting the task of serving the people and businesses. The new commune-level apparatus has initially become stable; basic public services meet requirements; many units, despite difficult starting points, still find a good direction, creating positive changes.
Regarding handling redundant headquarters, the Standing Deputy Secretary of the City Party Committee said that the city has a plan but needs to calculate a centralized model and arrange independent locations for the Public Administration Service Center.
"When investing in new construction, it is necessary to be unified, ensuring that it meets the requirements of the commune and ward police with a large number of soldiers, avoiding scatter and division," Mr. Phong noted.
The Standing Deputy Secretary of the Hanoi Party Committee also requested that the city's functional agencies regularly closely follow and closely coordinate with the central government, proactively discuss and participate in the policy making process to have proposals for adjustments and general orientations in accordance with Hanoi's reality.
Only then will the new two-level local government model truly be effective and contribute to the rapid and sustainable development of the capital.
