Principal of the Pedagogical School: Too many universities will spread resources

Associate Professor, Dr. Nguyen Duc Son, Principal of Hanoi National University of Education, said that having too many universities will distribute resources.

Implementing Resolution No. 71 of the Politburo on breakthroughs in the development of education and training, the Ministry of Education and Training is developing a Project to reorganize the higher education system.

It is expected that 140 public schools will be arranged and restructured.

Minister Nguyen Kim Son said that there will be many options. Maybe schools under the management of the Central Government will be managed by localities. Maybe schools in the local sector will join the Central sector.

Maybe central schools will join together or some schools will disband if the scale is too small and the standards are not met. In particular, schools close to each other in the field will join to overcome the situation of small pieces and cannot develop.

Associate Professor, Dr. Nguyen Duc Son - Principal of Hanoi National University of Education - said that this is a very big problem. Universities in Vietnam have developed quite spontaneously in many years in different majors and fields. There are majors that many schools train and vice versa.

The President of Hanoi National University of Education said that, as Minister Nguyen Kim Son said, the great reorganization of universities will certainly cause certain concerns in universities because many schools are affected at the same time. But overall, that orientation should be done.

"The reason is that having too many universities will dispers resources. There are schools with only a few hundred lecturers, which means there are not enough resources but still try to train. This leads to the consequence that a circle without an exit has students to survive, meaning low input, leading to low quality. Such dispersation and disruption do not bring good quality education" - Associate Professor, Dr. Nguyen Duc Son said.

In addition, large-scale units will be able to use common resources including lecturer resources and laboratory resources. He gave an example: Currently, labor houses are expensive, so each school cannot have its own room. But large schools and laboratories used for many industries can immediately do it. Like looking at agriculture, every moment in a place will never become a commodity agriculture.

"I think this is considered a breakthrough to make schools more sizeable. Of course, how will the human resource management story be associated with the scale? How to streamline the apparatus? How to arrange effectively is the next step. But it is clear that there will be units that are big enough, competitive enough, and capable enough to reach the world. Therefore, I think this is a necessary step" - Mr. Son further analyzed.

In the context of everything merging, the structure is the command that needs to be implemented, taking place quickly and requiring accuracy, the Principal of Hanoi National University of Education expressed:

"I expect something that the Minister has said and made very clear that public universities must carry out their public mission. Hanoi National University of Education is a key pedagogical school, so I think that if the school has more resources to truly become a leading key school and receive worthy investment from the state, it will be very good. We ourselves are also preparing for this."
