On September 20, the Government Office announced that the Government issued Decree No. 249/2025/ND-CP stipulating mechanisms and policies to attract experts in science, technology, innovation and digital transformation.
The Decree stipulates that salaries are agreed upon in labor contracts for experts, ensuring that they are commensurate with assigned tasks and in accordance with the salary level in the fields of science, technology, innovation and corresponding digital transformation in the labor market.
Annual bonuses are awarded by the assigned agencies, organizations, and units to preside over the implementation of programs, tasks, projects in science, technology, innovation, and digital transformation decided based on the results of the assessment of the performance of assigned tasks, with a maximum of 4 months of salary stated in the labor contract.
Bonuses earned from leasing, selling, transferring, transferring the right to use, self- exploiting, using the results of scientific, technological, innovative and digital transformation tasks; results of scientific, technological, innovative and digital transformation tasks when contributing capital, cooperating, joint venturing, linking, doing business in services or establishing enterprises are implemented according to the provisions of Point a, Clause 3, Article 28 of the Law on Science, Technology and Innovation.
The Decree clearly states that the state will initially support 1 month of salary stated in the labor contract to stabilize housing, travel, and essential purchases; and will support rent, means of transportation or provide standard apartments, means of transportation during the time of being an expert.
At the same time, they are paid for funding to research and exchange science abroad when the agency, organization or unit in charge of the program, task, science, technology, innovation project and digital transformation sends them according to the task requirements.
Regarding health care, vacations and annual leave: Provided with an annual voluntary health care package not exceeding 1% of the annual salary stated in the labor contract.
Every year, enjoy 7 domestic holidays and receive financial support of up to 1 month's salary stated in the labor contract for yourself and family members (including your husband or wife, children under 18 years old).
Receive leave under the provisions of the law on labor, and be paid for round-trip airfares once a year for experts and family members (including spouses and children under 18 years old) returning home.
Regarding honor and commendation: To be honored or recognized for the contributions of experts when officially assigned to Vietnam and when completing and completing the tasks stated in the labor contract; to be met, commended, and listened to reports, recommendations, and proposals by senior leaders of the Party and State.
At the same time, participate in forums to exchange experiences in science, technology, innovation and digital transformation; be rewarded according to the provisions of the Law on Emulation and Commendation; receive titles and awards for science, technology, innovation and digital transformation at home and abroad, in accordance with the provisions of Vietnamese law.
