Mr. M.D (Dong Thap) asked, according to Circular No. 22/2021/TT-BGDDT on considering the academic performance and training of secondary school students, if a student well complies with the school's regulations but the academic results of the first semester are only "Not yet achieved", is the training result of the first semester allowed to be classified as "Good"?
Regarding this issue, the Ministry of Education and Training answers as follows:

According to the provisions of Article 8 of Circular No. 22/2021/TT-BGDĐT dated July 20, 2021 of the Minister of Education and Training promulgating Regulations on evaluating secondary school students and high school students, the evaluation of students' training results is carried out on the basis of the required key qualities and abilities of students according to the general education program.
Clause 2, Article 8 of Circular No. 22/2021/TT-BGDĐT stipulates that the training results of students in each semester are evaluated according to 4 levels: Good, Fair, Achieved, Not Achieved.
In which, the "Good" level is determined for students who "well meet the required qualities specified in the general education program and have many outstanding manifestations".
Thus, Circular No. 22/2021/TT-BGDĐT does not stipulate that students with semester academic results at the "Not Achieved" level are required to reduce their training results to a lower level.
However, the training results of students are also closely related to the learning results of students. Therefore, it is necessary to base on the specific student case and based on the above regulations to evaluate appropriately, ensuring that it accurately reflects the efforts, objectivity and especially the rights of that student.
