On November 27, continuing the working program at the 28th session - thematic session, with the majority of delegates in favor, the Hanoi People's Council passed a Resolution regulating tuition fees for high-quality public preschools and general education institutions; public general education institutions established by universities, colleges, and research institutes in Hanoi in the 2025-2026 school year.
According to the resolution, for high-quality public preschool and general education institutions that have not yet established economic and technical norms: the tuition fee for the 2025-2026 school year remains the same as the tuition fee collection rate prescribed in Resolution No. 18/2024/NQ-HDND dated October 4, 2024 of the City People's Council regulating tuition fees for public preschool and general education institutions that self-insure regular expenditures; high-quality public preschool and general education institutions of Hanoi city for the 2024-2025 school year and not lower than the tuition fee collected from students for the 2024-2025 school year.
For high-quality public preschool and general education institutions that have been issued by the City People's Committee with economic and technical norms: the tuition fee collection rate is determined based on the economic and technical norms, the cost norms have been prescribed by the City People's Committee, according to the principle that the tuition fee collection rate is commensurate with the quality of educational services.
For general education institutions established by universities, colleges, and research institutes in Hanoi: implement according to the proposal of educational institutions on the basis of economic - technical norms or cost norms issued by competent authorities, ensuring the principle of tuition fees commensurate with the quality of educational services.
The implementation period is from the 2025-2026 school year.
Expected funding for policy implementation: From the revenue of students studying at public preschools, general education, and continuing education (excluding high-quality public educational institutions) of Hanoi city.
Tuition fees for high-quality public preschool and street education institutions; public general education institutions established by universities, colleges, and research institutes according to regulations in Hanoi in the 2025-2026 school year.
