On July 27, Chairman of the City People's Committee Vu Dai Thang signed and issued a plan on deploying the arrangement and reorganization of public vocational education, continuing education, and universities in Hanoi City.
The plan aims to promote the arrangement of the network of vocational education institutions, continuing education, and public universities in accordance with the policy of strongly shifting from "education management" to "education development management"; shifting the focus from reducing mechanical focal points to restructuring the network of vocational education institutions, continuing education, creating favorable conditions for learners and improving the quality of education and vocational training.
At the same time, innovate school governance, expand the scale of schools and classes, increase the number of classrooms, effectively use facilities, teaching staff, management staff and investment resources; link the arrangement of educational institutions with streamlining management focal points, restructuring staff, "reducing education management staff, increasing direct teaching staff"; implement the model of one main school, with branches; consolidate management focal points to form large-scale vocational education and continuing education institutions.
Accordingly, the arrangement is carried out on the principle of ensuring that it is based on the functions and tasks of the unit; inheriting and promoting the results that have been implemented; in accordance with the policy of arranging and streamlining the central organizational structure, the guidance of the Ministry of Education and Training; ensuring the principles of democracy, publicity, and transparency in the process of organization and implementation, methodical, scientific, and cautious approaches; in accordance with the Planning of the network of vocational education institutions for the period 2021-2030, vision to 2045 and the Hanoi Capital Planning with a 100-year vision.
The city prioritizes the form of restructuring, upgrading, improving operational efficiency or merging with other educational institutions (merging intermediate schools or colleges into other colleges) with similarities or complementarities in training fields and occupations; geographical advantages.
Schools after arrangement must meet the conditions for establishment according to current legal regulations (except for special schools such as Hanoi College of Arts); continue to implement recurrent expenditure autonomy or higher; multi-disciplinary, multi-field training with strong resources and large enrollment scale.
For schools when implementing mergers, the immediate stage is to maintain the working headquarters, facilities, assets, financial mechanisms, assigned staff, existing staff... of the schools.
For the system of public colleges and intermediate schools, the city will arrange 19 facilities including 10 colleges and 9 intermediate schools into 10 facilities, including 8 colleges and 2 intermediate schools.
In which, keeping 5 schools to continue restructuring (Hanoi College of Arts, Hanoi High-Tech College, Ha Tay Community College, Hanoi General Vocational Secondary School and Hanoi Vocational Secondary School of Public Transport). Two vocational secondary schools will develop a project to upgrade into multi-disciplinary colleges.
The city implements the merger and acquisition of the remaining 14 schools.
The city will arrange 29 vocational education - continuing education centers into 14 vocational education - continuing education centers.
After the Central Government has detailed guidance on criteria and conditions for establishment with the type of vocational high school, it will be converted to the model of vocational high school with 5 vocational education - continuing education centers.
The merger is carried out by region such as inner city, North, East, West, Southwest, Northwest, South and the Red River area.
For Hanoi Capital University, maintain the organizational focal point, towards the goal of training and improving the quality of human resources to serve the sustainable development of the Capital.
The city has advocated investing in and developing Hanoi Capital University with clear orientations and strategies through the Project on developing Hanoi Capital University to 2030, with a vision to 2045, which has been issued by the City People's Committee, in accordance with the spirit of Resolution No. 71-NQ/TW of the Politburo.
