On January 16, information from Thanh Hoa Provincial Party Committee said that it had just issued a document directing 11 mountainous districts, requesting these districts to inspect the enrollment work for grade 6 of ethnic boarding high schools - junior high schools (from the 2021-2022 school year to present).

According to the directive document, recently there has been information reflecting that ethnic boarding schools - junior high schools in mountainous districts are recruiting students not in accordance with regulations.
In order for the enrollment work to be carried out strictly in accordance with regulations, the Thanh Hoa Provincial Party Committee requested that the Standing Committee of the District Party Committees of the mountainous districts of Thanh Hoa review the implementation of enrollment work for grade 6 of ethnic boarding schools - junior high schools from the 2021-2022 school year to present.
Focus on clarifying issues such as: the enrollment process, assigned enrollment quotas, number of students registered for enrollment, number of students admitted correctly, number of students admitted incorrectly according to regulations, violations in enrollment work...
Districts shall conduct inspections, review and strictly handle Party organizations and Party members with shortcomings and violations (if any) in the enrollment of students into grade 6 of ethnic boarding schools - junior high schools and report the results to the Thanh Hoa Provincial Party Committee's Inspection Committee.
Previously, as Lao Dong Newspaper reported, in the 2022-2023 school year, Quan Hoa Secondary Boarding School for Ethnic Minorities (in Quan Hoa district) recruited 43 students in violation of regulations of the Ministry of Education and Training.
After discovering the incident, the Thanh Hoa Provincial Party Committee's Inspection Committee stepped in to investigate. As a result, 5 related officials were disciplined, including Ms. Pham Thi Luong - Vice Chairwoman of Quan Hoa District People's Committee - who was reprimanded; Mr. Le Duc Hieu - Head of the Department of Education and Training of Quan Hoa District - who was warned.
Next, at Muong Lat Secondary Boarding School for Ethnic Minorities (in Muong Lat district), it was also discovered that from the 2020-2021 school year to the 2023-2024 school year, many students who are children of officials, civil servants, and teachers were admitted to the school not in accordance with the regulations in Circular No. 01/2016, Circular No. 04/2023 of the Ministry of Education and Training.
After the Thanh Hoa Provincial Party Committee's Inspection Committee conducted an inspection and concluded that there were many violations at this school, a series of officials in this district were disciplined by reprimand, including Mr. Mai Xuan Giang - Vice Chairman of the People's Committee of Muong Lat district.
Collectively, the Thanh Hoa Provincial Party Committee's Inspection Committee disciplined the Party Cell of the Department of Education and Training of Muong Lat district with a reprimand.
Most recently, in early January 2025, the Investigation Police Agency, Thanh Hoa Provincial Police Department, issued a decision to prosecute 4 defendants for the crime of "Abusing position and power while performing official duties", executed an order to temporarily detain and search the residence and workplace of 3 defendants, including: Ngo Phi Hung (former Head of the Department of Education and Training of Quan Hoa district), Vu Van Que (former official of the Department of Education and Training of Quan Hoa district), Trinh Dinh Hung (former Principal of Quan Hoa Secondary School for Ethnic Minorities); applied the measure of prohibiting Lo Duc Liem (former Deputy Head of the Department of Education and Training of Quan Hoa district) from leaving his place of residence.
