The People's Committee of Lang Son province has just requested localities to urgently develop a project to arrange educational institutions under their management, complete and issue it no later than August 12.
Accordingly, the project must ensure transparency and efficiency; have a plan to arrange staff, handle assets, facilities, equipment, records and documents of schools after merger.
In the process of implementation, local authorities must do a good job of ideological work; organize meetings, collect opinions and evaluate each specific personnel case, avoiding unilateral imposition.
The province requests absolute prevention of corruption and negativity in the selection and infiltration of relatives, family, and relationships into leadership and management positions, causing internal complexities and affecting the prestige of Party committees and authorities.
The arrangement of principals, vice principals and management officials at educational institutions after arrangement is directly directed by the Standing Committee of the Party Committee of communes and wards or the collective leadership of the Department of Education and Training, depending on management authority. These agencies must be fully responsible for personnel plans.
According to the guidance of the Provincial People's Committee, the person appointed must meet the conditions and standards according to regulations. When selecting the head, the competent authority considers six groups of priority criteria.
In which, personnel must have moral qualities, outstanding capacity, prestige, responsibility and enthusiasm; have management capacity, ability to gather staff, build united units; achieve outstanding achievements in management and professional work.
The remaining criteria include training level suitable to the functions, tasks and scale of the school after the merger; age suitable for the personnel structure in the locality; having prospects, being planned for higher positions; being assessed as completing tasks well or better in the last three years.
The selection of deputy heads can apply similar criteria to find people with appropriate capacity, qualities and professional qualifications.
After arranging a sufficient number of heads and deputy heads, managers who do not continue to hold positions will be arranged to be teachers or take on other jobs suitable to their capacity, expertise and training major.
In case of resignation, the policy of streamlining staff will be considered for settlement. People who are relieved of their positions or appointed to positions with lower allowances due to the arrangement of educational institutions are entitled to retain leadership position allowances according to regulations.
For redundant teachers and staff, the Department of Education and Training and the People's Committees of communes and wards must review and prioritize arranging them at affiliated non-business units that still have needs, ensuring the correct norms and job positions.
If it is not possible to arrange in the locality, the People's Committee of the commune or ward shall make a list and send it to the Department of Education and Training to decide to transfer it to another area. On that basis, the Department of Home Affairs advises on adjusting the number of employees assigned to each locality.
For cases where it is still impossible to arrange or transfer, agencies and units must send dossiers to the Department of Home Affairs before September 15 for appraisal and submission to the Chairman of the Provincial People's Committee for settlement of regimes and policies.
The determination of redundant personnel must be based on the size of the class, the number of students and the norms for teachers and staff.
