Lang Son - The whole province will arrange 637 schools down to 349 by August 2027, and at the same time transfer 409 management officials to become teachers.

Complete the first phase before the new school year

On August 8, information from the People's Committee of Lang Son province said that the unit has issued a plan to arrange public preschool, general, continuing education and vocational education institutions in all 65 communes and wards.

As of July 1, 2025, the province has 637 public educational institutions, including 223 kindergartens, 154 primary schools, 124 secondary schools, 88 primary and secondary schools, 26 high schools along with inter-level schools, boarding schools and continuing education centers.

This system serves more than 204,800 children and students. Among 637 facilities, 325 schools meet national standards, accounting for 50.9%.

However, 90 schools have not ensured minimum scale, including 50 kindergartens and 40 general schools.

According to the Provincial People's Committee, the mountainous terrain is fragmented and the population is dispersed, causing many schools to be small in scale and investment resources to be spread out.

The entire sector is currently short of 283 people compared to the assigned payroll and short of 3,558 people if calculated according to norms, including 1,242 teachers.

The first phase will be completed before August 30, when the 2026-2027 school year begins. After arrangement, the whole province will have 375 educational institutions, a decrease of 262 institutions, equivalent to 41.1%.

The number of kindergartens decreased from 223 to 123; primary schools from 154 to 78; secondary schools from 124 to 62; primary and secondary schools from 88 to 69. Vocational education - continuing education institutions decreased from 11 to 6.

The new network has 242 branches and 456 school sites. The number of school sites decreased by 107 compared to July 2025.

In Luong Van Tri ward, three preschools 8-3, 19-5 and Quang Lac were merged into Luong Van Tri Kindergarten.

Chi Lang and Quang Lac primary schools merged into Luong Van Tri Primary School; two corresponding secondary schools were reorganized into Luong Van Tri Secondary School. The number of educational institutions in the ward decreased from 7 to 3.

Tam Thanh ward reduced from 8 to 5 facilities, Ky Lua from 17 to 10, Dong Kinh from 13 to 8. Schools after merger can maintain old facilities in the form of branches or school sites.

Phase two will be completed before August 30, 2027, associated with the operation of 7 primary and secondary boarding schools in Ba Son, Cao Loc, Dong Dang, Khanh Chien, Hoang Van Thu, Thuy Hung and Quoc Viet communes.

Binh Do Secondary and High School is also reorganized. The secondary school level is transferred to Quoc Viet Primary and Secondary Boarding School; the high school level is merged into Trang Dinh High School, becoming Binh Do branch.

At the end of the two phases, Lang Son still has 349 educational institutions, a decrease of 288 institutions, equivalent to 45.2%.

Transferring management staff to teach

Along with reducing focal points, the province plans to transfer 409 management officials to work as teachers; transfer 210 teachers from surplus places to facilities that are still lacking in the same commune or between localities.

About 180 redundant employees are considered for transfer to places lacking people, changing professional titles or resolving staff streamlining regimes. The arrangement process does not increase the total staff.

The Provincial People's Committee requires each commune and ward to have at least one kindergarten, one primary school and one secondary school or one multi-level educational institution.

Kindergartens are not merged with general schools; general schools are not merged with continuing education and vocational education centers.

The province affirms that the reorganization does not change the existing teaching location, school distance, policies and rights of students.

The branch school point can only be dissolved when it ensures boarding and semi-boarding facilities and does not affect the mobilization of children to class.

Localities that do not have sufficient facilities must continue to improve and prepare implementation plans from the 2027-2028 school year.
