According to a survey of 2,707 parents, up to 79.2% of opinions believe that phones and social networks are having a very serious impact on their children's learning. Along with that, 95.5% of parents support the issuance of management solutions to limit use. From this reality, Hoa Vang Commune People's Committee officially issued a decision to create a basis for the government, schools and families to accompany and protect children in cyberspace.
The new regulation emphasizes the principle of not separating children from digital life, but focusing on strictly managing the time and purpose of use. At school, students are restricted from bringing phones; if they bring them, they must turn off the power or set the silent mode and put them in the classroom's storage cabinet. Students are only allowed to use phones for study and educational activities with the permission of teachers.
At the same time, the school is responsible for establishing technical measures to control the transmission line, prevent bad and toxic information, fraud, violence or content that is not appropriate for the age group. In case parents need to exchange directly and privately with students, the connection will be carried out through teachers.
Besides schools, the regulation emphasizes the responsibility of parents in establishing safe network usage habits at home. Instead of extreme prohibitions, parents are recommended to establish "digital green zones" such as: not using phones during meal times, bedrooms and disconnecting after 9 pm. Entertainment time on devices is also recommended to be flexibly limited by age to ensure balance with learning and physical activities.
Parents also need to regularly monitor their children's applications, online games, and social media accounts to promptly prevent offensive content. In addition, increasing common activities such as physical exercise and reading will help strengthen family affection and reduce dependence on the screen.
Hoa Vang commune also proactively supports students in safe digital transformation. Specifically, the Department of Culture and Society will preside over and coordinate with a group of experts from Da Nang University of Education to implement the Program on Digital Citizen Education and Artificial Intelligence (AI) in educational institutions from the 2026-2027 school year. Students will be equipped with practical skills such as: creating strong passwords, protecting personal information online, identifying fake news and how to deal with harassment on the internet.
