In the afternoon of July 14, the An Giang Provincial Party Committee held a conference to announce the Secretariat's decision on personnel work.
Attending the conference were Mr. Nguyen Thanh Tam - Member of the Party Central Committee, Deputy Head of the Central Organization Committee; Senior Lieutenant General Le Van Tuyen - Member of the Party Central Committee, Deputy Minister of Public Security and provincial leaders and departments in the province.
At the conference, the Central Organization Committee announced the Secretariat's Decision on the dismissal of Lieutenant General Dinh Van Noi - Member of the Central Public Security Party Committee, Secretary of the Party Committee, Director of the Internal Political Security Department, Ministry of Public Security - from participating in the Central Public Security Party Committee; transferring and appointing him to participate in the Executive Committee, Standing Committee of the Provincial Party Committee, holding the position of Deputy Secretary of the An Giang Provincial Party Committee for the term 2025 - 2030 and assigning him to concurrently hold the position of Secretary of the Phu Quoc Special Zone Party Committee for the term 2025 - 2030.
Speaking to receive the new assignment, Mr. Dinh Van Noi said that returning to work in An Giang province is a special joy and honor. This is a land he has been attached to during his work process, always cherishing the tradition of solidarity, affection, and aspiration to rise up of the Party Committee, government and local people.
Mr. Dinh Van Noi affirmed that he will start with a spirit of respect, receptiveness and desire to contribute his best to the overall development of An Giang province. In the coming time, he will quickly grasp the local situation, listen to the opinions of officials, party members, people and the business community; inherit the achievements and valuable experiences of previous generations of leaders, and together with the Executive Committee and the Standing Committee of the Provincial Party Committee, promote the spirit of solidarity, wisdom, and jointly build An Giang province to become increasingly developed.
Speaking at the conference, Mr. Nguyen Thanh Tam - Member of the Party Central Committee, Deputy Head of the Central Organization Committee - congratulated Mr. Dinh Van Noi on taking on a new responsibility, this is an important task of the Party and believes that he will continue to promote experience, capacity, bravery, quickly grasp the local situation, together with the Executive Committee, Standing Committee and Standing Committee of the Provincial Party Committee to unite, join hands and strive to lead and direct the successful implementation of the Resolution of the 14th Party Congress, Resolution of the 1st An Giang Provincial Party Congress, term 2025 - 2030.
Mr. Nguyen Thanh Tam requested comrades in the Executive Committee, the Standing Committee of the Provincial Party Committee, leaders at all levels and sectors throughout the province, especially the Phu Quoc special zone, to strengthen solidarity, unity, and sharing so that Mr. Dinh Van Noi can quickly integrate and focus on leading and directing the good implementation of local political tasks.
In the immediate future, focus on implementing the direction of General Secretary To Lam at the working session with the Standing Committee of the An Giang Provincial Party Committee on November 19 and 20, 2025, which is: "Promptly build a Project to organize the government apparatus of Phu Quoc, Kien Hai, Tho Chau special economic zones; determine the vision of making Phu Quoc become an ecological, resort and creative center with international scale and stature by 2030, and at the same time are urgently preparing the necessary conditions to serve the APEC 2027 Conference; "Strongly develop the marine economy, tourism and modern services, innovation, taking Phu Quoc special economic zone as a breakthrough growth pole. From the specific mechanism of the locality decided by the Central Government, the province proactively proposes piloting a truly breakthrough new policy model".

Before being transferred and appointed to hold the position of Deputy Secretary of An Giang Provincial Party Committee, Lieutenant General Dinh Van Noi used to hold the positions of: Director of An Giang Provincial Police (old); Director of Quang Ninh Provincial Police; Secretary of the Party Committee, Director of the Internal Political Security Department, Ministry of Public Security (A03); Member of the Party Committee of the Central Public Security, Secretary of the Party Committee, Director of the Internal Political Security Department, Ministry of Public Security (A03).
