On July 10, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra signed Official Dispatch No. 46/CD-TTg of the Prime Minister on continuing to strengthen drowning prevention and control for children.

The telegram clearly stated that on July 10, a particularly serious drowning incident occurred in Nam Nung commune, Lam Dong province, killing 5 6th grade students.
To urgently overcome the consequences and strengthen solutions to prevent and combat drowning for children and students, the Prime Minister requested the Chairman of Lam Dong Provincial People's Committee to direct local authorities and relevant agencies to organize visits, support, and encourage families of victims.
Leaders of Lam Dong province urgently direct functional agencies to investigate and clarify the cause of the incident, and determine the responsibility of relevant organizations and individuals for not ensuring safety in the accident area.
The Prime Minister also requested the Ministry of Health, the Ministry of Education and Training, the People's Committees of provinces and cities directly under the Central Government, and relevant agencies to continue to strictly implement Official Dispatch No. 40/CD-TTg dated May 19, 2026 on strengthening the work of preventing and combating child drowning.

In which, localities must identify drowning prevention and control as a key and regular task; the head of the local government is responsible if serious drowning incidents occur in the area.
The Prime Minister requested localities to urgently review and install warning signs in areas at risk of drowning; strengthen propaganda, equip knowledge and skills for drowning prevention and control for children, students and parents.
At the same time, improve the responsibility of families and schools in managing and supervising children, especially during summer vacation.

In addition, the Central Propaganda and Mass Mobilization Committee, the Central Committee of the Vietnam Fatherland Front are requested to coordinate with ministries, branches, and localities to promote propaganda and education on drowning prevention awareness and skills for children and students.
The Ministry of Health and the Ministry of Education and Training are responsible for monitoring and urging the implementation of the telegram; promptly removing difficulties and obstacles or reporting to competent authorities on issues beyond their authority.
Previously, as Lao Dong Newspaper reported: At about 8:30 am on July 10, 8 students of Nam N'Dir Secondary School invited each other to Dak Pok irrigation lake (Quang Ha village, Nam Nung commune) to swim.
While swimming, 5 children unfortunately fell into a deep water area and drowned. The remaining three children ran to report to the people and local authorities.
Upon receiving the news, the police force, the Military Command of the commune and people quickly organized a search. At about 11:20 am, all 5 victims were found dead.
The victims include: D.M.T, L.T.Y.C, B.T.T, L.T.N and B.T.N.Y, all born in 2015 (11 years old) and students of Nam N'Dir Secondary School.
Leaders of Lam Dong province and Nam Nung commune promptly came to encourage, share condolences and provide partial financial support to the families of the victims.
