On the afternoon of September 23, in an exchange with a reporter from Lao Dong Newspaper, Mr. La Van Thai - Chairman of Huu Khuong Commune People's Committee, Nghe An province, said that the Provincial Department of Education and Training (GDĐT) has issued a decision to transfer and appoint personnel to hold the position of Principal of Huu Khuong Primary and Secondary School after dissenting opinions related to the arrangement of management staff at the school after the merger.
According to the decision, Mr. Nguyen Duc Son (born in 1981) - Vice Principal of Yen Na Ethnic Minority Boarding School (PTDTBT) THCS, Yen Na commune - was transferred and appointed to hold the position of Principal of Huu Khuong PTNT Primary and Secondary School, term 2026 - 2031.
Regarding Mr. Le Tuyen Huan - Principal of Huu Khuong Primary and Secondary School, previously, Huu Khuong Commune People's Committee arranged for him to hold the position of Vice Principal at the school according to his personal wishes.
Meanwhile, Mr. Nguyen Viet Thong - Vice Principal of Huu Khuong Primary and Secondary School also applied for a job transfer. Nghe An Department of Education and Training has decided to transfer and appoint him to hold the position of Vice Principal of Yen Na Ethnic Minority Boarding Secondary School, term 2026 - 2031.
Previously, Huu Khuong Primary and Secondary School was established on the basis of merging Huu Khuong Primary School and Huu Khuong Secondary School.
After the merger, Huu Khuong Commune People's Committee appointed Mr. Le Tuyen Huan - former Principal of Huu Khuong Primary School to hold the position of new Principal; Mr. Nguyen Viet Thong - former Principal of Huu Khuong Secondary School to hold the position of Vice Principal.
This personnel arrangement has caused mixed opinions because previously, the Nghe An Department of Education and Training issued a document guiding the arrangement and placement of management staff at schools after the merger.
In Official Dispatch No. 2986/SGD&ĐT-TCCB dated August 18, 2026, the Nghe An Department of Education and Training guided that for educational institutions with two levels of primary and secondary school, the arrangement of principals is carried out according to relevant regulations and guidelines, in which priority is given to the principal of the secondary school before the merger.
After that, the Nghe An Department of Education and Training continued to issue Official Dispatch No. 3144 guiding the implementation of arranging and merging educational institutions in the province, continuing to emphasize the principle of prioritizing officials who used to hold the position of principal of secondary schools before the merger.
As Lao Dong Newspaper reflected, regarding the appointment of personnel at Huu Khuong Primary and Secondary School, Mr. La Van Thai - Chairman of Huu Khuong Commune People's Committee said that the locality has fully implemented the steps according to the process and consulted the methods of communes and schools implementing the merger.
After the incident was reported by the press, the People's Committee of Nghe An province issued a document requesting the People's Committee of Huu Khuong commune to review the cadre dossier and implementation process, ensuring the selection of principals is objective, public, transparent, meeting the standards of capacity, training level, qualities, prestige and in accordance with current regulations.
