Province requests consideration of prioritizing secondary school principals
On September 4, Huu Khuong Commune People's Committee issued Official Dispatch No. 200 to Nghe An Provincial People's Committee and Department of Education and Training on personnel work for the principal of Huu Khuong Ethnic Minority Boarding Primary and Secondary School (PTDTBT).
This move was made after the People's Committee of Nghe An province issued Official Dispatch No. 11188 dated September 3, 2026 on personnel management of education after arrangement in Huu Khuong commune.
According to Official Dispatch No. 11188, Vice Chairman of Nghe An Provincial People's Committee Thai Van Thanh said that Huu Khuong Ethnic Minority Boarding Primary and Secondary School is a specialized and large-scale educational institution, of particular importance to education work in the locality.
Therefore, the selection and appointment of principals should be carried out objectively and carefully, ensuring the selection of people with sufficient capacity, qualities and prestige, meeting the requirements of the task.
The Provincial People's Committee assigned the Huu Khuong Commune People's Committee to coordinate with the Department of Education and Training to review and introduce principal personnel from other places if the local personnel source is not guaranteed.
Notably, the document of the Provincial People's Committee also requires the locality to "consider prioritizing the principal of the secondary school before merging" in order to effectively implement professional direction and management.
Previously, according to the arrangement plan for educational institutions in 2026, Huu Khuong Ethnic Minority Boarding Primary School and Huu Khuong Ethnic Minority Boarding Secondary School were merged into Huu Khuong Ethnic Minority Boarding Primary and Secondary School.
The commune proposes to keep the chosen plan
In the reply document dated September 4, Huu Khuong Commune People's Committee affirmed that after considering the options, the locality agreed to introduce the principal of Huu Khuong Ethnic Minority Boarding Primary School before merging to hold the position of principal of Huu Khuong Ethnic Minority Boarding Primary and Secondary School.
According to the Commune People's Committee, the personnel review is carried out based on documents of the Department of Education and Training, the plan for arranging educational institutions of the Provincial People's Committee and Circular 15/2026/TT-BGDĐT of the Ministry of Education and Training.
The locality believes that these documents do not stipulate mandatory priority for secondary school management officials for the title of principal of a multi-level high school.
Huu Khuong Commune People's Committee also explained that after the merger, the primary school block has 15 classes, while the secondary school block has 6 classes. The principal of the primary school before the merger had 10 years as principal, including 7 years working at Huu Khuong Ethnic Minority Boarding Primary School.
According to local reports, in 5 years from 2021 to 2026, the school had 3 years of being ranked as excellent; in the 2023-2024 school year, it was awarded the title of Excellent Labor Collective by the People's Committee of Nghe An province, and in the 2025-2026 school year, it was further proposed to be considered for this title.
The Commune People's Committee also said that this principal has experience in organizing and managing the boarding school model, taking care of highland students and mobilizing resources to support facilities for the school.
Regarding the content that the Provincial People's Committee proposed "considering prioritizing the principal of the secondary school before merging", the Huu Khuong Commune People's Committee said that this is a direction for consideration, not a mandatory regulation.
The locality affirmed that personnel work has been completed before August 28 to ensure that the new school goes into operation, in time to organize the opening ceremony of the 2026-2027 school year.
Huu Khuong Commune People's Committee requests the Department of Education and Training, Nghe An Provincial People's Committee to consider and approve the personnel plan that the locality has implemented to stabilize the management, administration and teaching activities of the school.
Huu Khuong Ethnic Minority Boarding Primary and Secondary School was established on the basis of merging Huu Khuong Primary School and Secondary School. After the merger, Mr. Le Tuyen Huan, former Principal of the Primary School, was appointed as the new Principal. Mr. Nguyen Viet Thong, former Principal of the Secondary School, was arranged to be Deputy Principal.
