The Ministry of Education and Training is developing and finalizing a draft Decree regulating salary policies, allowances, support and attraction regimes for teachers to ensure synchronous effectiveness when the Law on Teachers takes effect from January 2026 (hereinafter referred to as the draft salary policy for teachers).
The new draft salary policy for teachers is proposing to add more cases where teachers are entitled to responsibility allowances.
Pursuant to Clause 3, Article 9 of the draft salary policy for teachers, the content of other allowances for teachers is specifically stated. In addition to continuing to apply seniority allowances beyond the framework, regional allowances, mobile allowances, allowances for work in particularly difficult areas, toxic - dangerous allowances according to current regulations, the draft also adds many groups of subjects entitled to work responsibility allowances.
Specifically, in addition to the subjects currently regulated in current law, the draft proposes:
Key teachers: If assigned to work for 15 days/month, they will receive a responsibility allowance for that month.
Heads of professional groups, departments, student management groups, student counseling groups: Receive a work responsibility allowance of 0.3 compared to the basic salary.
Teachers of ethnic minority languages: At general education institutions and continuing education centers, if the teaching hours are guaranteed, including 4 periods/week or more (for teachers) or 2 periods/week or more (for principals, vice principals and equivalent) will receive a work responsibility allowance equal to 0.3 of the basic salary.
Teachers working as student counselors, deputy heads of professional groups or deputy heads of departments: Receive a work responsibility allowance equal to 0.2 of the basic salary.
In special cases: Teachers appointed as professional group leaders or department heads at specialized schools will receive both work responsibility allowances at specialized schools and responsibility allowances in the role of team leaders.
Thus, if this draft is approved, it is expected that from 2026, the responsibility allowance for teachers will be expanded to both subjects and benefits. Many teachers who concurrently play an important role in teaching, management, consulting and supporting students will be guaranteed better treatment, contributing to encouraging and motivating the team to stick with the profession.

In case a teacher is appointed as a professional group leader or department group leader at a specialized school, he/she will receive a responsibility allowance for working at a specialized school and a responsibility allowance for a professional group leader or department group leader according to regulations.
