On January 4, according to information from the Nghe An Department of Education and Training, the whole province currently has 63 teachers and 148 contract employees signed by the (old) district level or assigned to schools to sign contracts.
Many cases have worked for over 20 years, some have up to 29 years, but mainly only enjoy a contract salary equivalent to grade 1, even in some places only reaching about 85% of this salary level.
Over the past time, some communes and wards have proactively allocated sources to continue paying contract salaries in 2026. In which, Vinh Phu ward pays for 8 contracts with a total amount of 67.3 million VND per month; Van Hien commune has 5 contracts, with a salary of 7.7 million VND per month for teachers and 4.7 million VND per month for employees; Hung Nguyen Nam commune has 3 contracts with a salary of 4.7 million VND per month for each person.

However, many other communes and wards currently do not have or have not identified the source of funding to continue paying. For example, Thanh Vinh ward has 13 labor contracts with a total salary of more than 99 million VND per month but is only guaranteed until the end of 2025; Vinh Hung ward has 8 contracts with a total salary of 56.2 million VND per month; Bach Ha commune has 14 contracts with a total salary of 92 million VND per month; Thuan Trung commune has 10 contracts with a total salary of nearly 59.6 million VND per month.
Notably, in some communes in the former Nam Dan area, contract teachers and employees have not yet received salaries for the months of November and December 2025. Specifically, Van An commune has 4 contracts with a total salary of 17.5 million VND per month; Kim Lien commune has 5 contracts with a total salary of 24.5 million VND per month; Thien Nhan commune has 3 contracts with a total salary of 14.5 million VND per month.
Faced with this situation, the Nghe An Department of Education and Training said that it is coordinating with the Nghe An Department of Home Affairs and the Nghe An Department of Finance to implement the directing documents of the Nghe An Provincial People's Committee and the Ministry of Education and Training, and at the same time review the labor contract needs according to Decree 111/2022/ND-CP to advise the Provincial People's Committee to submit to the Provincial People's Council for decision on the quantity and funding for payment in the coming time.
According to the Department of Education and Training, in 2026 Nghe An is expected to allocate 42,087 education officials, a decrease of more than 1,000 targets compared to 2025. Meanwhile, the entire sector is still short of nearly 6,200 teachers, including 1,226 preschool teachers, 2,726 primary school teachers and 2,246 secondary school teachers, causing many educational institutions to fall into a situation of both shortage of staff and difficulty maintaining labor contracts.
