Ms. Le Thu (Tay Ninh) completed her entrance exam as a primary school teacher of grade III, code V.07.03.09 (formerly 12A.204) from November 2016. However, her university degree was issued in December 2017. Ms. Thu asked, by the 4th quarter of 2025, has she had enough 9 years to be promoted?
The Ministry of Education and Training answers this question as follows:
The time is calculated as the time holding the professional title of Primary Teacher of Grade III (code number V.07.03.29) as prescribed in Clause 2, Article 13 of Circular No. 13/2024/TT-BGDDT, including:
a) Term of holding the professional title of Primary Teacher rank III (code number V.07.03.29);
b) The time the teacher holds the professional title of Primary Teacher rank III (code number V.07.03.08);
c) The time the teacher holds the professional title of Primary Teacher rank IV (code number V.07.03.09);
d) Time to hold the rank of Principal Primary Teacher (code 15a.204);
d) Time to hold the rank of Primary Teacher (code number 15.114);
e) Other time is determined by competent authorities to be equivalent to the ranks and grades specified in point a, point b, point c, point d, point d of this clause when teachers are transferred to the professional title of primary school teacher;
g) Working time in accordance with the law, with compulsory social insurance contributions meeting the Government's regulations in point d, clause 1, Article 32 of Decree No. 115/2020/ND-CP, which has been amended and supplemented in clause 16, Article 1 of Decree No. 85/2023/ND-CP".
Thus, Ms. Le Thu's working time from November 2016 is included in the time she held the professional title of Primary Teacher rank III (code number V.07.03.29) to register for consideration for promotion to the professional title of Primary Teacher rank II (code number V.07.03.28).
