Unifying the title of teacher

According to the draft Decree, the titles of teachers from preschool to continuing education include: Teacher, principal teacher, senior teacher. For vocational secondary school, the title of teacher includes vocational secondary school teachers, principal vocational secondary school teachers, and senior vocational secondary school teachers.

Primary teachers will also be divided into primary teachers, main primary teachers, and high-level primary teachers. Expected to remove control of promotion consideration rate

According to the draft Decree, teacher vocational advancement is the appointment of a teacher to a job position associated with a higher title in the same academic level or training level, showing the professional development of the teacher.

The consideration for professional promotion of teachers must be based on the job position and professional standards of teachers. For public educational institutions, the consideration for professional promotion of teachers must be consistent with the structure according to the professional title approved by competent authorities, except in cases of special promotion as prescribed in Article 14 of this Decree.

Teachers are allowed to register for career advancement consideration if the educational institution has a need and the teacher meets the professional standards of the teacher according to the provisions of law. The teacher career advancement consideration period is organized on the principle of equality, publicity, transparency, objectivity and compliance with the law.

In addition, the draft also stipulates that teachers are allowed to register for vocational promotion consideration when they meet sufficient standards and conditions: Be classified as having good quality at completing tasks or higher in the work year immediately preceding the year of vocational promotion consideration; Have good political qualities and professional ethics; Not within the time limit for disciplinary action; Not within the time limit for implementing regulations related to discipline according to the Party's regulations and the law; Meeting the professional standard requirements for the title of teacher for vocational promotion consideration, except in cases of special promotion consideration.

According to the draft, the system of teacher titles will be redesigned in a simpler and more unified direction, closely linked to professional qualifications and professional capacity. Instead of being divided into grades I, II, and III as at present, the titles of preschool and general education teachers are expected to be determined according to the levels of teachers, principal teachers and senior teachers.

The change that received much attention is the no longer application of the mechanism to control career advancement rates.

Currently, the teacher promotion rate is based on the structure of the number of professional titles of public non-business units, with a maximum ceiling of 10% for grade I and 50% for grade II, leading to the situation that many qualified teachers cannot be promoted due to running out of quotas.

According to the draft Decree, the consideration for promotion to professional titles will no longer be based on the rigid ratio applied generally but on the job position, actual needs and approved professional title structure. Thus, promotion opportunities are directly linked to the requirements for human resource use of each educational institution, instead of depending on whether there is still a vacancy or not, khac phu the situation of teachers, even if they meet the conditions, still worn out waiting for promotion due to the ceiling ratio.

Agencies and units with competent authority for promotion consideration must develop a project clearly stating the existing title structure, the number of positions to be promoted, the list of qualified teachers, form and targets for promotion consideration. The authority to organize promotion consideration is decentralized in accordance with the management model; the head of the management agency is directly responsible for organizing and deciding.

These adjustments are expected to contribute to removing the "bottleneck" of many years in education personnel management, creating motivation for teachers to strive, and improving the quality of the team when the Law on Teachers takes effect from January 1, 2026.
