In particular, there are units that collect unregulated and inappropriate fees such as: School supplies; test papers, exam papers, photocopies of test papers, exam papers; extra teaching, extra learning; uniforms; funds for the Parents' Representative Committee...
The Department of Education and Training of Bac Lieu province affirmed that these are unregulated fees and do not need to be collected at the beginning of the school year. The unit must develop a plan, estimate a budget, and meet with parents to agree before collecting them.
Previously, the Department of Education and Training of Bac Lieu province clearly stipulated the fees collected at the beginning of the year. Regarding tuition fees for the 2024-2025 school year: Public educational institutions will temporarily not collect them until the Provincial People's Council passes a Resolution regulating tuition fees for public preschool and general education institutions in Bac Lieu province for the 2024-2025 school year.
Regarding student health insurance (HI): Educational institutions need to proactively coordinate with local Social Insurance agencies to collect multiple times: 3 months, 6 months, 12 months, not at the same time to reduce the burden and share difficulties with parents.
For extra teaching and learning: Extra teaching and learning can only be organized when the competent authority has approved the "Project on using public assets at public service units for business purposes, leasing, joint ventures, and associations".
Collections on behalf of: Personal insurance and other voluntary insurances (except for compulsory health insurance) of organizations outside the school; texting fees, electronic contact books... Heads of public educational institutions coordinate with service units and insurance agencies to communicate with parents to reach an agreement on the implementation of services and the purchase and sale of insurances on a voluntary basis.
The collection of fees must not be concentrated at one time at the beginning of the school year, but must be calculated and divided into reasonable collection times during the school year, in accordance with the actual conditions of parents and students. In addition, heads of public educational institutions must immediately inspect and review all collections that have been and are being implemented by the unit in the past. If there are any collections that are against regulations, they must be adjusted and a plan must be developed to collect correctly and fully in the 2024-2025 school year.
Depending on the actual circumstances and conditions of the parents, there is a plan to collect legal fees in multiple installments, avoiding the mandatory collection in one installment at the beginning of the school year. However, according to the feedback of many parents, many educational institutions still collect fees in one installment for convenience. In particular, there is a class that collects 500,000 VND from each parent in the class fund.
