The draft was drafted and issued by the Department of Education and Training of Quang Nam province, and has been commented on by sectors, unions, and localities for the first time.
The draft has some notable contents such as: Educational institutions are not allowed to collect tuition fees in schools, and extra-curricular teaching must register and comply with regulations on finance and taxes.
Additional teaching only applies to three subjects: Students with results in subjects at the end of the semester at the level they have not achieved; students selected by the school to train excellent students; final year students voluntarily register to review for entrance exams and graduation exams according to the school's education plan.

Extra teaching and learning can only be organized when students have the need and are volunteering, with the consent of parents or guardians.
Teachers who are teaching at schools are not allowed to teach extra classes outside of school with fees collected from students that the teacher is assigned to teach according to the school's education plan.
In addition, violations such as organizing illegal extra classes or forcing students to take extra classes will be strictly handled by law.
