The Office of the Hanoi People's Committee has just issued a notice of the conclusion of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan on the plan to build a road connecting Gia Binh airport (Bac Ninh province) with the capital Hanoi, in Hanoi.
Accordingly, the Hanoi People's Committee agreed with the People's Committee of Bac Ninh province on reporting to the Prime Minister to choose option 1 to invest in the route connecting Gia Binh - Bac Ninh airport with the capital Hanoi.
Option 1 will build a new section from the connection point with Bac Ninh province to the North of the Lao Cai - Hanoi - Hai Phong railway connecting to the intersection between the Hanoi - Lang Son expressway and Ring Road 3.
The route coincides with Ring Road 3 and connects with the Tu Lien bridge approach to the center of Hanoi, with a length of about 28.58km.
The Hanoi People's Committee assigned the Department of Planning and Architecture to preside over and coordinate with the Department of Construction, the Transport Design Consulting Corporation (TEDI) and relevant units to urgently complete the dossier and report on the road construction plan to report to Deputy Prime Minister Tran Hong Ha.
Regarding the detailed content of option 1, the route is flat, with a cross-section of 120m wide (10 expressway lanes).
The urban railway line along the elevated route is a branch line connecting to urban railway line 9.
The section that coincides with Ring Road 3 connecting to Tu Lien Bridge approach will have a cross-section of 120m wide (10 expressway lanes), including the corridor of the Lao Cai - Hanoi - Hai Phong railway (about 34m).
The section coinciding with the access road to Tu Lien Bridge to the center of Hanoi has a cross-section of 60m wide.
The City People's Committee assigned the Hanoi Department of Planning and Architecture to review urban development areas along both sides of the road within a range of 300 - 400m; investment projects that have been and are being implemented; TOD development areas to report to the Hanoi People's Committee for consideration and direction.
Regarding the investment mechanism, the leader of the Hanoi People's Committee proposed to consider choosing the form of PPP (public-private partnership), the type of BT contract (build - transfer), except for the section connecting Ring Road 3 and the about 10.5km Tu Lien Bridge approach road that is currently being implemented in the form of public investment.
Previously, the People's Committee of Bac Ninh province proactively reviewed and planned, agreeing with the capital Hanoi on the route direction and scale of the route width of about 120m with a route length of about 46km.
The total investment for the Gia Binh Airport Construction Project (Bac Ninh Province) with Hanoi Capital is about VND26,700 billion (construction and installation of VND21,500 billion; compensation and site clearance costs are VND5,200 billion).
