According to the reflection of the collective of officials and employees at Vietnam - Korea - Quang Ngai College, from 2017 to now, the school still owes overtime teaching fees, allowances, salaries and social insurance, with a total estimated amount of about 8.5 billion VND.
We teach for almost a week, sometimes even Sundays, constant pressure. I raise two young children, all expenses depend on my salary, but the school still owes me overtime, salary and social insurance of about 100 million VND. Family life is therefore always in difficult circumstances," a lecturer shared.

Despite prolonged debt, at the beginning of 2023, the school still issued Decision No. 23/QD-CDVH dated January 9, 2023 on paying 270 million VND in additional income in 2022. According to lecturers' reflections, this expenditure is only implemented for the administrative - office block, while lecturers and teachers are not paid.
Prioritizing spending additional income specifically for the office block in the context of overtime debt of lecturers and prolonged social insurance debt has made many lecturers angry.
Not only the financial issue, the organizational structure of the school is also being reflected as unreasonable. According to the Project on arranging the school's organizational structure submitted to the Department of Home Affairs for consideration and advice to the Provincial People's Committee, the school currently has 50 lecturers directly teaching, but there are up to 30 administrative - management officials. The proportion of management and administrative officials is considered to be much higher than the common level at public colleges.
A lecturer angrily shared that the proportion of administrative and management staff at the school is 2.5–4 times higher than the common level at public colleges from 15–25%. Financially autonomous units are usually below 20%, causing serious imbalances in the personnel structure.
Lecturers also reflected the arrangement of officials holding specialist ranks to participate in teaching and enjoy 30% professional preferential allowance, although they have not been transferred to lecturer ranks and have not received appraisal opinions from the Department of Home Affairs according to regulations.
At the same time, through the lists for considering salary increases in 2024-2025, there are cases where contract workers are still included in the consideration for salary increases ahead of schedule, raising suspicions about the application of salary policies that are not in accordance with the subjects, authority and procedures.
From the above contents, on December 26, 2025, the collective of civil servants and employees filed a petition to the Chairman of Quang Ngai Provincial People's Committee directing the Provincial Inspectorate and relevant departments and agencies to comprehensively inspect financial management, personnel and administrative discipline at the school.
Talking to Lao Dong Newspaper reporters, Mr. Vo Dinh Ta - Principal of Vietnam - Korea - Quang Ngai College - said that in the past time, the school has worked with departments and branches to develop a plan to adjust the autonomy level from 100% to a lower level, submitting it to the Department of Home Affairs, Department of Finance and Quang Ngai Provincial People's Committee.
However, due to having to comply with many legal regulations, the review process is still being processed by the province and it is hoped that there will be results in early 2026. "Paying the November 2025 salary at the end of December; paying the December salary in January 2026," Mr. Ta informed.
According to reporters' sources, on December 24, 2025, Mr. Trinh Quang Nghia - Deputy Director of Quang Ngai Provincial Social Insurance issued a notice to Vietnam - Korea - Quang Ngai College about this unit owing social insurance, health insurance, and unemployment insurance with a total amount of more than 1.1 billion VND.
Quang Ngai Provincial Social Insurance requests the school to fully deposit the debt into the unit's specialized collection account no later than December 28, 2025. However, according to the reporter's investigation, up to now, the school has not yet paid money as required.
