On August 2, in an exchange with a reporter from Lao Dong Newspaper, a representative of the leaders of the Department of Home Affairs of Quang Tri province said that a report had been sent to the Provincial People's Committee on the situation of reviewing and developing a project to arrange public educational institutions under the commune-level People's Committee in the area.
The arrangement is carried out based on the assessment of school scale, traffic conditions, terrain, population distribution, socio-economics, facilities, staff and learning needs of students in each locality.
After arrangement, each commune and ward must ensure that there is at least 1 kindergarten, 1 primary school and 1 secondary school or 1 multi-level general education school including primary and secondary school.
According to the overall plan, the whole province is expected to streamline from 831 public educational institutions under the commune-level People's Committee to 366 institutions, a reduction of 465 schools, equivalent to 55.96%. Of which, preschools are 123 schools, a reduction of 187 schools; primary schools are 94 schools, a reduction of 138 schools; secondary schools are 77 schools, a reduction of 92 schools; primary and secondary schools are 72 schools, a reduction of 48 schools.
However, based on the actual conditions of the locality, the Department of Home Affairs proposed not to implement arrangement for many public educational institutions with geographically isolated locations; wide management area; difficult and complex traffic and distance between schools and residential areas.
The arrangement may affect the mobilization of students to school, making it difficult for management, teaching organization and maintaining student attendance.
On the same day, the Department of Education and Training of Quang Tri province also informed that for some inter-level secondary and high school schools, the department is having a document requesting opinions from communes to separate the secondary school part for commune management, and the high school part for department management. Official data is expected to be available in the near future.
