According to the investigation of Lao Dong Newspaper, the Ninh Binh Province Concentrated Student hostel Project was approved by the Provincial People's Committee in Decision No. 1015/QD-UBND dated September 4, 2009. The project has started construction to accommodate more than 7,600 students of colleges and universities in Ninh Binh province. Up to now, after 15 years of construction, this project is still unfinished and abandoned, causing waste.
The project is invested in construction on an area of 11.29 hectares (in Hoa Lu city) invested by the Department of Construction of Ninh Binh province with 4 5-storey buildings and other auxiliary works. The total investment of the project is over 860 billion VND, of which 835 billion VND is used for government bonds, the rest is the local budget, the project completion time is in 2013.
Immediately after the Ninh Binh Provincial People's Committee issued the approval decision, the investor quickly started implementing the project. However, by the end of 2013, the Government bond capital had stopped being provided for the project, and at the same time, implementing the Prime Minister's directive and the direction of the Ninh Binh Provincial People's Committee on controlling outstanding debts in basic construction, this project had to stop implementation to wait for capital allocation.
Present at the Ninh Binh Province Concentrated Student hostel Project area on March 12, according to Lao Dong reporters, the contractor has basically completed the rough construction of 4 5-storey buildings (A, B, C, D); basically finished the placement of 2 buildings A, D and 2/3 of building B.
In the project area, weeds grow wildly, moss covers the walls of all 4 rows of houses, many completed construction items are seriously degraded...
On March 7, the People's Committee of Ninh Binh province held a conference to listen to reports on the plan and results of the implementation to remove and resolve difficulties and problems in the Ninh Binh Province Concentrated Student dormitory construction project (phase I).
After listening to the reports and opinions of relevant units, on behalf of the People's Committee of Ninh Binh province, Mr. Pham Quang Ngoc - Chairman of the Provincial People's Committee concluded, basically agreeing with the proposed plan of the Department of Construction, in which it is expected to continue to use 2 blocks of houses A and D as dormitories to serve the needs of students and supplement public duties for lecturers, teachers, leasing to civil servants, public employees, employees, and workers of agencies, units and enterprises subject to investment attraction in the province.
Use blocks B and C to serve medical purposes (hospital examination, treatment and treatment facilities). The remaining land plot (6.79ha) is assigned to the People's Committee of Hoa Lu city to manage and organize implementation according to the plan.
The conclusion of the Chairman of Ninh Binh Provincial People's Committee stated: Ninh Binh Provincial People's Committee identified this as an important task, which needs to be highly focused on and completed soon. To have a full basis to report to the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee on the handling plan, ensuring suitability and feasibility. The People's Committee of Ninh Binh province requested the Department of Construction and related units to continue to focus on reviewing, researching, clarifying related issues and reporting to the People's Committee of Ninh Binh province in March 2025.
