Ms. Pham Thi Dao (Dong Nai) was recruited as a primary school teacher, code 15.a204 from 2009 and finished her internship in 2010.
In 2016, Ms. Dao was transferred to Primary School Teacher Grade III, code V.07.03.08 until now. Ms. Dao has a university degree and is applying for a change of rank. Ms. Dao asked: "The time I hold the rank with code 15.a204 and V.07.03.08 is considered equivalent to Primary School Teacher Grade III, code V.07.03.29? Do I meet the criteria to be considered for a change to the new Grade II according to Circular No. 08/2023/TT-BGDDT?".
Regarding Ms. Dao's question, the Ministry of Education and Training responded on the Government Electronic Information Portal as follows:
In Section 3.2 of Official Dispatch No. 4306/BGDDT-NGCBQLGD dated August 14, 2023, the Ministry of Education and Training provided guidance on the implementation of regulations on the time to maintain equivalent ranks for primary and secondary school teachers of grade III who register to take the exam or be considered for promotion to the professional title of primary and secondary school teachers of grade II.
Accordingly: "From the time the teacher meets the training standards of the level of education, the time determined to be equivalent to the time holding the professional title of primary and secondary school teacher of the new grade III includes: working time with compulsory social insurance; time holding teacher ranks equivalent to grade IV and grade III; time holding the professional title of teacher of grade IV and grade III and other time determined by the competent authority to be equivalent to grade IV and grade III when transferring professional titles (excluding probationary period)".
Thus, the time Ms. Pham Thi Dao held the position of primary school teacher (code 15a.204) and the time holding the professional title of primary school teacher grade III (code V.07.03.08) is determined to be equivalent to the time holding the professional title of primary school teacher grade III (code V.07.03.29).
