According to the representative of the Department of Education and Training of Thanh Hoa province, the unit recently responded to Official Dispatch No. 6503/BGDDT-NGCBQLGD dated October 14, 2024 of the Ministry of Education and Training regarding the reporting of overtime pay for teachers in the 2023-2024 school year.
Accordingly, by the end of October 2024, for universities, colleges, and intermediate schools under the People's Committee of Thanh Hoa province, lecturers and teachers who teach overtime will be paid overtime wages by training institutions and vocational education institutions in a timely manner, according to the prescribed norms.
For kindergartens and general schools alone, the number of teachers who teach overtime but are not paid overtime wages (in the 2023-2024 school year) is 8,577 people. The reason is due to lack of funding to pay.
Assessing the impact of Joint Circular No. 07/2013/TTLT-BGDDT-BNV-BTC, the Ministry of Education and Training, the Ministry of Home Affairs and the Ministry of Finance, the Department of Education and Training of Thanh Hoa province said that the implementation process according to the Circular has many advantages, providing specific regulations on how to calculate and pay overtime wages for teachers.
Along with that, paying overtime wages has encouraged and motivated teachers to try and make efforts in their work and created conditions to increase income and improve the lives of teachers.
However, the actual implementation still faces many difficulties such as: the number of extra teaching hours that are calculated for extra teaching salary does not exceed 200 hours/year. Meanwhile, in reality, many teachers with good professional qualifications and holding management positions, concurrently perform extra working hours exceeding 200 hours/year, but are only paid 200 hours/year, so this does not ensure the rights of the teaching staff.
In addition, the source of overtime pay for teachers comes from tuition fees, so if we ensure the rights of teachers, tuition fees will have to increase, directly affecting students and the school's enrollment and training results, making implementation difficult.
The implementation of the overtime pay regime for teachers in public educational institutions is 150% of the prescribed hourly teaching salary, so the cost of paying for overtime teaching is very large and difficult to implement.
With the above difficulties, the Department of Education and Training of Thanh Hoa province has proposed to competent authorities to supplement the actual funding for extra teaching hours for each locality and unit to implement the payment of overtime pay in accordance with regulations.
In addition, it is recommended to adjust and supplement the overtime limit in Joint Circular No. 07/2013/TTLT-BGDDT-BNV-BTC dated March 8, 2013 of the Ministry of Education and Training, Ministry of Home Affairs and Ministry of Finance to suit local realities.
