On June 16, information from the Nghe An Department of Education and Training said that it had just issued a notice of conclusions of Deputy Director of the Department of Education and Training Vo Van Mai at a meeting on a number of contents related to the implementation of the regime for teachers teaching students with disabilities according to the integrated education method.
The content of the notice aims to unify the process, procedures, and dossiers for requesting funding for teachers directly teaching disabled students in the integrated education method, based on Decree No. 28/2012/ND-CP dated April 10, 2012 of the Government detailing and guiding the implementation of a number of articles of the Law on People with Disabilities.
According to the Nghe An Department of Education and Training, the relevant dossiers include: list of admitted disabled students for integration for high schools and continuing education centers; personal education plan for each student; decision of the principal on assigning teachers to directly teach disabled students in an integrated manner.
Principals of educational institutions are responsible for the above dossiers at their managed units.
Regarding the submission of dossiers, educational institutions prepare a report on the estimation of funding to support teachers directly teaching integrated disabled students, accompanied by a summary table.
For schools under the Department of Education and Training, dossiers are submitted directly to the Department of Organization and Personnel of the Department of Education and Training before June 26, 2026.
The Finance and Education Investment Department advises and submits to the Department of Finance for consideration and submission to the Provincial People's Committee before July 3, 2026.
In addition, the Nghe An Department of Education and Training assigned specialized departments to review, advise on amending and supplementing documents and plans on teaching disabled students in an integrated manner for the 2026-2027 school year, ensuring timely implementation right from the beginning of the school year.
Previously, Lao Dong Newspaper had an article reflecting on the difficulties some teachers in Nghe An faced in the process of completing procedures to pay for the regime of teaching disabled students in the integrated education method.
According to feedback, at some educational institutions, teachers are required to supplement lesson plans showing the content of teaching students with disabilities, update lesson plans to the VNEDU system right from the beginning of the school year along with some other evidence, causing difficulties in completing dossiers for payment of benefits.
After Lao Dong Newspaper published the information, the Nghe An Department of Education and Training directed and guided educational institutions to unify the process, procedures, and dossier components to request funding support for teachers directly teaching integrated disabled students. Notably, the dossier components according to the new guidelines no longer require lesson plans and proving evidence arising outside regulations, thereby removing difficulties and ensuring the rights of teachers.
