Teachers are not yet entitled to support regimes
Mr. Nguyen Van Trung (45 years old), a teacher at a secondary school in Tan Ky commune, said that he was assigned to teach classes with integrated disabled students. Compared to regular classes, the job requires more time and effort.
Teachers must pay closer attention, from helping students absorb lessons to supporting integration with friends. I have heard that there is a support regime, but it has not been accepted for many years. Even so, I still try to complete the task and support students wholeheartedly" - teacher Trung shared.
Not only teacher Trung personally, this situation is common in many educational institutions in the province. The leader of a secondary school in Tan Ky district said that the unit currently has more than 10 students with integrated disabilities. According to regulations, teachers teaching these classes are eligible for support.
At the end of the previous school year, the school submitted a report requesting funding with a total amount of tens of millions of VND. However, it has not been granted yet" - the principal informed.
Also according to this person, although understanding the rights of teachers, in the context of local budgets still being difficult, the school can only encourage teachers to share and continue to complete their tasks.
Teachers are struggling, but the staff still agrees, putting responsibility to students first" - the principal said.
At the grassroots level, the situation of slow payment also occurs in many localities. The leader of a ward in Vinh City (old) said that from the end of 2025, after receiving a document from the Department of Education and Training on reviewing disabled students for integration, the locality has prepared a submission requesting a source of payment with an amount of more than 2 billion VND. However, it has not been allocated yet.
There is a plan but a lack of budget resources
According to the provisions of Decree No. 28/2012/ND-CP, teachers directly teaching inclusive disabled students are entitled to many preferential regimes such as teaching allowances, class size conversion, training support, professional development and responsibility allowances if they are homeroom teachers. In which, teaching preferential allowances are calculated according to the formula: Salary for one hour of teaching multiplied by a coefficient of 0.2 and the total number of actual teaching hours in a class with disabled students.
Talking to reporters, a representative of the Organization - Personnel Department, Nghe An Department of Education and Training said that the province has not yet implemented the payment of support regimes for teachers teaching disabled students to integrate. In 2025, the department has issued a document requesting localities to review, statistically analyze and prepare a proposal for funding. However, due to unbalanced budget sources, payment has not yet been implemented.
Need 140 billion VND
According to summaries from localities, the total proposed budget for implementing this policy is up to about 140 billion VND. This is a large number in the context that the commune budget is still limited and there is no source to pay.
Representatives of the Nghe An Department of Education and Training informed that the wishes of the teaching staff are completely legitimate and in accordance with State regulations. The slow implementation is mainly due to obstacles in mechanisms and financial resources.
In the coming time, the sector will continue to coordinate with relevant agencies to review and advise competent authorities to consider allocating funding to gradually resolve the regime for teachers" - a representative of the department said.
