The ward has to rent premises for 2 schools
After many years of use, Quang Trung Primary School and Quang Trung Secondary School (Thanh Vinh ward, Nghe An) have deteriorated and must be dismantled for new construction. At the beginning of the 2024-2025 school year, students of these two schools were leased facilities by local authorities from a private university more than 1km away to use as temporary learning places. It is expected that the new school will be built within 18 months.
However, after transferring the investor due to the merger of the ward, the project had to redo procedures. At the beginning of March 2026, the project was started by the new investor, Thanh Vinh Ward People's Committee, and the contractor. However, after closing some foundation piles, the construction unit suddenly stopped so that departments and agencies could review the school network planning.
The project being stopped has caused many parents to be upset and file petitions to functional agencies to continue implementation. According to reflections, because the facility leased for temporary study is a university, the structure of railings and stairs is not suitable for elementary school students. Classrooms are not enough, so classes must be rotated regularly; there are no computer rooms, function rooms, meeting rooms, playgrounds; outdoor activities are limited.
Ms. Tu Thi Thu Huong - Principal of Quang Trung Primary School - said that the school had to rent 26 classrooms but did not have a semi-boarding kitchen, while this school year has nearly 1,100 students, with nearly 99% of students registering for semi-boarding. The school had to rent a kitchen to cook for students. "Parents and the school hope that the school construction project will be completed soon to organize systematic teaching for students" - Ms. Huong shared.
Quang Trung Secondary School, after being demolished for rebuilding, also had to rent the same 7-story building of the aforementioned university as a temporary learning place. The school has 16 classes but can only rent 11 rooms, so students have to divide classes into 2 shifts. Therefore, the school cannot organize 2-session/day teaching according to the instructions.
2 projects will be restarted
According to the reporter's investigation, the construction project of the two schools mentioned above must be temporarily suspended because the People's Committee of Nghe An province directed departments and branches to review the planning so that it can be relocated to another location.
Mr. Nguyen Sy Dieu - Chairman of Thanh Vinh Ward People's Committee - said that the project's slow progress and temporary suspension have greatly affected teaching and learning activities. At the same time, each year the ward has to spend nearly 4 billion VND to rent learning locations for two schools.
After receiving the request of the Provincial People's Committee on reviewing, researching, and proposing a planning plan, the Thanh Vinh Ward People's Committee sent a report to the Nghe An Department of Construction, clearly stating the view that the construction of two schools at the old location is in accordance with the zoning plan and land use plan.
The Nghe An Department of Construction also agreed on the policy of maintaining the current location of the two schools, ensuring compliance with the actual needs in the area.
Up to now, leaders of Nghe An province have agreed to continue to deploy the construction of the two schools mentioned above. Vice Chairman of Nghe An Provincial People's Committee Thai Van Thanh said that the province has agreed on the policy of continuing to build two Quang Trung Primary and Secondary Schools at the planned location, in order to create conditions for students to have spacious and guaranteed learning places.
