Public schools in Ho Chi Minh City are not allowed to collect additional fees outside of regulations

HCMC - The Department of Education and Training (DET) of HCMC requires public educational institutions to absolutely not collect any additional fees outside of regulations.

The content was clearly stated in the announcement of the conclusion of Deputy Director of the Department of Education and Training of Ho Chi Minh City Nguyen Thi Nhat Hang at the meeting to deploy the collection and expenditure at the beginning of the 2025-2026 school year.

The leaders of the Department of Education and Training of Ho Chi Minh City requested that heads of public educational institutions in Ho Chi Minh City not collect any fees outside of regulations.

Schools need to base on documents guiding the collection and use of tuition fees and other revenues, documents guiding the implementation of school program content; documents on tuition exemption, reduction and support regimes... to implement the revenue and expenditure estimate. Schools need to inform parents before organizing the implementation and fully implementing financial regimes according to regulations.

Leaders of the People's Committees of wards, communes and areas will base on the operating plan, revenue and expenditure estimates and propose the collection level of each educational institution to consider service fees and other fees other than tuition fees.

Unify the collection framework in accordance with the actual situation of each locality and the reality of each educational institution before organizing implementation.

In addition, the People's Committees of wards, communes and areas need to strengthen inspection and supervision of the collection and expenditure situation at the beginning of the school year at affiliated educational institutions according to the management decentralization to promptly rectify the situation of collecting fees that are not in accordance with regulations.

Responsible for explaining to society the operations of educational institutions according to the management decentralization, including the content of managing revenues in the area according to regulations.

Previously, the Department of Education and Training of Ho Chi Minh City had issued instructions on educational support fees in schools for the 2025-2026 school year, clearly stipulating that 24 public schools are allowed to collect money from parents.
