The Department of Education and Training (DET) of Ho Chi Minh City has issued instructions on educational support fees in schools.
Accordingly, regarding tuition fees, the Department said that the National Assembly has issued a resolution to exempt tuition fees from the 2025-2026 school year. While waiting for the Government's decree to take effect, schools are not allowed to collect this fee.
For service fees for education activities, schools will collect according to the provisions of Resolution No. 18/2025 of the Ho Chi Minh City People's Council with 9 fees.

In which: Group 1 is children, students, and trainees studying at educational institutions in the ward; Group 2 is children, students, and trainees studying at educational institutions in communes and special zones.
According to the Department, the above collection rates are the maximum collection rates. Based on the actual situation and needs of students, educational institutions organize and agree with parents on a specific collection rate but not exceeding the prescribed collection rate and not exceeding 15% of the collection rate implemented in 2024-2025.
In addition, the Ho Chi Minh City Department of Education and Training also allows schools to collect 15 fees to organize school programs and organize services for individual students such as: Organizing IT teaching; Fines for organizing foreign language enhancement; Organizing STEM Education; Un costumes; learning materials; Boarding meals;...




In particular, for the revenues for the education program, the Department requires schools to inherit from the previous school year, ensuring the principle of sufficient collection, sufficient spending and correct use, publicly disclosed to parents. The collection rate needs to be commensurate with the quality of educational and training services. The rate of increase in revenue (if any) is not more than 15% compared to last year.
For fees for organizing other services for students: This fee is agreed upon in principle by public educational and training institutions with parents to choose a supplier according to regulations and purchase to directly serve each individual student's study and living expenses such as: equipment, items for boarding school, uniforms, sportswear, student identification documents, school supplies - learning materials, identification checks, boarding meals, breakfast and drinking water.
Director of the Ho Chi Minh City Department of Education and Training Nguyen Van Hieu suggested that schools only collect fees in accordance with regulations, and any fees that are not yet permitted will absolutely not be collected.
In the 2025-2026 school year, Ho Chi Minh City will have more than 2.5 million students with more than 3,500 schools, being the locality with the largest education scale in the country.
