Mr. Hoang Khac Tiep - Chairman of the People's Committee of Nho Quan district (Ninh Binh), said that Ms. Nguyen Thi Khue, former Principal of Thuong Hoa Kindergarten (now Principal of Dong Phong Kindergarten), who is also a student, had fake documents and forged signatures to withdraw money from the budget.
However, this amount of money has been spent on collectives, for the school's sightseeing and picnicking activities, not on individuals, so it should only be considered for administrative handling.
Mr. Tiep explained that after receiving the citizen's complaint, the District People's Committee established a verification team. The verification results discovered that the school principal had prepared fake records, forged signatures to withdraw budget money, violated Article 18 of the 2015 State Budget Law, so the District People's Committee invited the departments to meetings and ask for opinions.
"At the meetings, the Procuracy and the Department of Internal Affairs gave opinions, the violations of the principal and related people were not to the extent of violating criminal law. Therefore, the People's Committee of the district has issued a conclusion on the content of the complaint and assigned relevant departments to carry out the disciplinary process according to regulations" - Mr. Tiep said.
As previously reported by Lao Dong, from the content of the complaint of parents about the violations of Ms. Nguyen Thi Khue - Principal of Thuong Hoa Kindergarten (now Principal of Dong Phong Kindergarten), the People's Committee of Nho Quan district has directed relevant units to investigate.
The inspection results of the People's Committee of Nho Quan district show that in the 2017 - 2018 and 2018 - 2019 school years, to carry out the tasks of spending on cleaning work in the school, Ms. Nguyen Thi Khue directed her subordinates to create fake contracts, forge the signatures of cleaning staff to withdraw tens of millions of VND from the State budget to the school's cash fund for illegal spending.
Currently, the People's Committee of Nho Quan district is assigning the Finance - Planning Department to guide the school to complete the procedures, recover and pay the amount of 43 million VND to the State budget. At the same time, the Department of Internal Affairs was assigned to guide the review and clarify the responsibilities of relevant groups and individuals.
