On March 8, a source from a reporter from Lao Dong Newspaper said that Mr. Tran Ngoc Thanh - Director of the Department of National Defense and Security Education (under the Ministry of Education and Training) - signed and issued an official dispatch to Ben Tre College on the issuance of a certificate for national defense and security education (GDQP&AN).
According to this document, the Ministry of Education and Training (Ministry of Education and Training) agreed with the proposal of Ben Tre College to grant GDQP&AN certificates to 534 students majoring in Preschool Education at this school.
The Ministry of Education and Training requires Ben Tre College to complete the dossier, report to the competent authorities and be responsible for the legality of the learning results of GDQP&AN subjects of 534 students according to the dossier reported to the Ministry.
As reported by Lao Dong Newspaper, Ben Tre College has considered graduation and granted a certificate of graduation from a preschool education college from the 2016 to 2020 admission course (graduated from 2019 to 2023) to 543 students. However, up to the time of being granted a certificate of early childhood education college, all of the above students have not been granted a certificate of national defense and security education (GDQP&AN) by Ben Tre College. The reason is that this school has not yet approved the project of autonomy in teaching GDQP&AN and issued a certificate for this subject.
According to the investigation of Lao Dong Newspaper reporters, since 2015, Ben Tre College has not promptly developed an autonomous project for teaching GDQP&AN subjects to submit to the Ministry of Education and Training for approval.
Although Ben Tre College has submitted two applications for autonomy in teaching GDQP&AN subjects to students (in July 2021 and April 2022), due to not meeting the prescribed conditions, it has not been approved by competent authorities.
After that, the Inspection Team under the Education and Training Council of Military Region 9 inspected the education and training work at Ben Tre College. Through the inspection, the inspection team has proposed that the Ben Tre Provincial Education and Training Council direct Ben Tre College to stop teaching Education and Training for students in the 2022-2023 school year, pending the decision of the Central Education and Training Council.
On October 17, 2022, the standing agency of the Central Board of Education and Training agreed to let Ben Tre College link up the implementation of education and training subjects for students at the Education and Training Center of Tra Vinh University.
On February 5, 2024, the Central Council for National Education and Training issued Official Letter No. 06/DQTV-CQTT, requesting the Department of National Education and Training (under the Ministry of Education and Training) to coordinate with relevant agencies to report to the Ministry's leaders to direct the granting of certificates to 534 students at Ben Tre College.
