On December 1, a source from Lao Dong Newspaper's reporter said that Mr. Nguyen Van Huan, Principal of Ben Tre College, signed Notice No. 624 on handling collective and individual responsibilities after implementing Plan No. 492/KH-CDBT dated June 17, 2024 of the Principal of Ben Tre College to overcome limitations and shortcomings in the recommended contents according to Report No. 497/BC-TT dated May 6, 2024 of the Provincial Inspectorate.
According to this announcement, Mr. Pham Van Hoa, acting Head of the Department of Scientific Research and International Relations, Standing Member of the Graduation Council for Preschool Education Colleges, and concurrently Secretary of the Party Cell and Party Committee member, gave late, untimely, incomplete advice, and did not comply with regulations in organizing teaching, granting certificates for national defense and security education (GDQP&AN) subjects, and considering graduation for preschool education college classes from 2019-2023, leading to shortcomings that were difficult to overcome, beyond the scope of the school, and negative public opinion. However, this shortcoming did not have any profiteering elements and he actively advised on how to overcome it. Therefore, Mr. Pham Van Hoa was disciplined at the level of reprimand.
Ms. Tran Thi Thanh Truc, Deputy Head of the Department of Scientific Research and International Relations, did not coordinate well with the acting Head of the Department in advising on the organization of teaching, granting certificates for the GDOP&AN subject and considering graduation for the junior college classes in preschool education from 2019-2023, leading to the above-mentioned shortcomings, causing consequences that are difficult to overcome, beyond the scope of the school and negative public opinion. However, this shortcoming does not have a profiteering element and has actively advised on how to overcome it. Therefore, Ms. Tran Thi Thanh Truc did not take disciplinary action, only learned from experience, accepted criticism from the school, lowered the evaluation level by 1 level, and classified the quality of civil servants in the 2023-2024 school year.
Regarding the collective leadership of the Department of Scientific Research and International Relations, the coordination was not good, and they did not actively propose timely solutions to overcome the teaching and certification of the subject of National Defense and Security Education, to limit and prolong the shortcomings from 2019-2022. The collective leadership of the Department of Scientific Research and International Relations learned from experience and received criticism from the school.
In particular, the case of organizing the review of school leaders (cadres managed by the Provincial Party Committee Standing Committee) will be carried out when there is guidance from the Department of Home Affairs (a report will be sent to the Ministry of Education and Training when there are results of the review and handling).
Mr. Nguyen Van Huan, Principal of the school, is responsible for the head of the unit for the limitations and shortcomings according to the recommendations in Report No. 497/BC-TT dated May 6, 2024 of the Ben Tre Provincial Inspectorate. Mr. Vo Thanh Phuoc, Vice Principal, is responsible for the shortcomings in directly directing the teaching and granting of certificates for the subject of National Defense and Security Education, and the activities of the driving training center.
According to report No. 497 of the Ben Tre Provincial Inspectorate, Ben Tre College has not yet granted National Defense and Security Education certificates to 534 students of preschool education colleges because it has not been approved by the Ministry of Education and Training to autonomously teach National Defense and Security Education and to issue blank certificates, leading to the graduation consideration for 534 students who are not qualified, violating the provisions at Point d, Clause 1, Article 17 of Decision No. 25/2006/QD-BGDDT dated June 26, 2006 of the Minister of Education and Training, Point c, Clause 1, Article 23 of Circular No. 24/2019/TT-BGDDT dated December 26, 2019 of the Ministry of Education and Training, stipulating that one of the conditions for graduation consideration and graduation recognition is having enough National Defense and Security Education certificates.
